Programme Development and Quality Coordinator

Your purpose: The purpose of the Programme Development and Quality Coordinator is to support programme teams and partners in the development and finalisation of proposals, concept notes, needs assessments, programme quality assurance and donor reports. The post holder is also expected to develop a partnership strategy, conduct a partner mapping and update the fund raising strategy.

You will be responsible for:

 Programme Development

  • Collaborate on the development of country annual plans, area plans, sector strategies and other programme planning processes.
  • Identify potential in-country donors and carrying out research in order to understand their mission, policies, strategies, procedures and priorities including preparation of a funding strategy.
  • Serve as the lead writer of concept notes and proposals, including coordinating closely with programme team, finance and operational staff, as well as headquarters and technical advisors to facilitate input.

Grants Management

  • Develop and maintain grant management tools such as funding trackers, grant trackers, reporting templates and reporting calendars; and ensure the team is aware of these timelines.
  • Responsible for the coordination of donor reports and ensure that reports are of high quality and submitted for review on time.
  • Verify that financial and narrative reports are coherent and adhere to donor and Concern standards before submission.
  • Ensure compliance of all programmes with donor visibility requirements
  • Work with the Country Financial Controller and Logistics Coordinator to ensure compliance guideline documents are followed.

Programme Quality

  • Support Programmes Director and Country Director in effective quality assurance of the country programme and compliance with organisational policies and strategies.
  • Provide strategic guidance to development of contextualised quality indicators to better support tracking of quality and outcome monitoring
  • Assist in preparation and achievement of Preparing for Effective Emergency Response (PEER) plans.
  • Lead and coordinate the surveys and assessments with support of M&E Manager and provide support to staff in the regular and reliable gathering of qualitative and quantitative data including regular, accurate and timely entry of M&E data into a programme database.
  • Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programmes.
  • Support the programme team in applying How Concern Understands Extreme Poverty through addressing equality, protection, and risk and vulnerabilities.
  • Ensure that cross-cutting issues– (equality, risk and vulnerability, protection) are adequately addressed in the design of project indicators and in the M&E tools and implementation of M&E activities.
  • Participate in and actively contribute to programme coordination meetings and planning sessions.

Partnership

  • Develop a partnership strategy.
  • Carry out a mapping of national partners and CBOs in CWW’s areas of intervention.
  • Seeks to grow income for the country through funding opportunities and scoping new consortium partnerships with stakeholders at national level.

Other

  • Lead on project implementation e.g. Consortiums, as agreed with the Country Director
  • Support and when necessary support emergency response programming for Concern as and when requested.
  • Ensure compliance with Concern Code of Conduct and Associated policies at all times

Your skills and experience will include:

  • Masters in social sciences, international development or a related discipline, and an undergraduate degree and minimum 5 years relevant experience.
  • Experience in in monitoring and evaluation of humanitarian and development programmes and strong understanding of M&E principles and processes, including database management, reporting etc. Proven ability to negotiate through strong inter-personal skills and ability to synthesise different perspectives.
  • Experience of managing major donor grants such as ECHO, EU, UN, Irish Aid, OFDA.
  • Experience of working with or providing support to partners, consortiums and/or a partnership model of working.
  • Demonstrable experience in the nurturing of organisational learning in programmes.
  • Strong facilitation and training skills with diverse audiences of NGO practitioners
  • A strong understanding of the management of knowledge within NGOs or development organisations and an ability to link this to system development.
  • Proven communication skills, both written and verbal.
  • Ability to work effectively with and contribute to multidisciplinary teams and provide team leadership as required
  • Demonstrable understanding and knowledge of inequality and rights related to development and emergency contexts and specific skills and knowledge of gender inequality, gender analysis and prevention and response to Gender Based Violence.
  • Computer literate with Microsoft Office, Outlook, Excel and Word;
  • Excellent English communication skills, both verbal and written
  • Able to work in insecure and diverse environments and live in confine areas
  • Respectful  of securities rules
  • Dynamic and willing to take initiatives to complete assigned task, and work independently.
  • Strong leadership skills and ability to manage change effectively
  • Excellent communication and presentation skills
