In coordination and under the supervision of the Action Against Hunger Zahle WaSH Program Manager and with the technical support from the WaSH Coordinator. S/he will be in charge of defining the PHP strategy, activities content, organizing and supervising the public health promotion program with the targeted populations and will ensure the efficient and smooth implementation of the Health WaSH projects in Action against Hunger targeted areas.
Objective 1: To lead quality and timely implementation of PHP activities at base level in close collaboration with the MEAL department (40 %)
- Prepare, follow up and update the project workplan, in coordination with the HoPs, WASH Program Managers and another departments, making sure assessments, project activities and objectives are met with quality. Communicate any delays or deviations with his/her line manager;
- Provide guidance to the project teams in weekly planning meeting, organize field visits, prepare activity reports, follow-up communication with donors and other Departments for activity implementation, monitoring of activities and ensure plans are in line with the project workplan;
- Plan and collect systematically the means of verification for the project (attendance sheets, distribution list of beneficiaries, etc.);
- Work closely with the HoP of the diverse programs, to make sure PHP and WatSan activities are in line and integrated.
- Guarantee a close and technical follow-up of the project activities with the field supervisors, ensuring quality and impact of the community engagement and public health promotion activities.
- Lead on program quality in coordination with the MEAL team to ensure that PHP activities meet AAH and international humanitarian standards
- Documenting and sharing lessons learnt, successes or failure, and cross program exchanges with other WASH programs
- Prepare regular reports on the progress of the CHP activities on the different locations.
- Ensure that gender, protection, and other important cross-cutting concerns are taken into account in program design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. IDPs, Host Community, elderly people, children and people with disabilities.
- Analyze current public health promotion, community engagement and WaSH tools used at the field and base levels and provide constructive feedback for their regular adaptation and improvement.
Objective 2 : Team management and capacity building (20 %)
- Ensure that task division of responsibilities and tasks with PHP field supervisors and PHP field officers clear and functional to achieve program’s needs, setting clear performance objectives and supporting the team in achieving the objectives.
- To maintain a positive attitude and motivating working environment within the team ensuring achieving program’s needs
- Ensure the respect of ACF protocols and policies in office or in the field by his/her team, especially the respect to Action Against Hunger code of conduct and standard operating procedures and security rules.
- Ensure staff appraisals are conducted so that the team receives adequate feedback on their performance, it serves to identify staff training needs, capacity development plans or performance improvement plans.
- Manage the delivery of PHP capacity building initiatives for ACF staffs and community members (developing capacity building plan, organizing trainings and coaching).
- Recruitment of PHP Staff, developing Job Descriptions, conducting interviews, and inductions together with the WASH PM.
Objective 3 : Budget follow up, procurement, archiving and reporting (15%)
- Organize day-to-day logistics, administration, and personnel activities
- Manage all related program equipment and materials in close consultation with Logistics. Maintain and ensure proper Project asset register.
- Contribute to the supervision, forecast and control of expenses related with the activities of the project (procurement planning) through budget forecast and budget follow up.
- Ensure proper archiving of all the means of verification of the project and other technical project documentation (soft and hard copies) and using AAH online tools.
- Provide verbal and written reports (APR and donors report) to the WaSH Program Manager for all PHP activities in all project that are up following donor reporting standards.
Objective 4 : Support the development of the PHP strategy with a behavioral change approach in close coordination with the WASH PM and WASH Coordinator (20%)
- Support the development and implementation of the PHP strategy based on a behavioral change approach to public health promotion.
- Design and lead the team for baseline data collection, participating in the identification of relevant indicators for the PHP program and analysis of collected data.
- To design, implementation and monitoring of public health promotion activities based on baseline and communities’ feedback through a behavioral change and community engagement approach
- Monitoring disease trends and designing and implementing rapid and relevant interventions in response to possible outbreaks of water related diseases and/or other public health-related diseases
- Design interventions for specific target groups, e.g. schools, youth groups, men, women, elderly people and people with special need
Objective 5: To contribute to the Coordination and Representation (5%)
Internal
- Ensure excellent coordination with all the WASH team and other departments to ensure smooth project implementation:
- Regular and transparent communication with her/his line manager;
- Report possible problems or conflict during the activities or within the team or the base
External
- Ensure project coordination within the Water Sector relevant WG and other external stakeholders;
- Direct communication with local authorities and beneficiaries;
- Represent Action Against Hunger in technical humanitarian platform when requested by her/his line manager
Objective 6: Security
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
- Report possible problem or conflict during the activities
Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
Training/ Education:
- Degree and/or Master Degree – desirable but not compulsory in education, public health, protection, community development, international development, human rights or humanitarian project management
Technical specific knowledge:
Team leader, result oriented and professional humanitarian aid worker with experience of WaSH/social interventions. We are looking for a problem solver, with a flexible mind-set, the ability to deal with social WaSH solutions and to think strategically. Key requirements include:
- Technical knowledge in implementing soft component within WaSH post-conflict interventions;
- Technical knowledge in behaviour change methodologies is an asset.
- Excellent knowledge of project cycle management;
- Problem solving and analytical skills with the ability to assess challenges and recommend solutions;
- Strong staff management and leadership skills;
- Excellent diplomacy and representation skill;
- Ability to identify possible new activities and write clear and well-argued proposals and reports regarding his/her specific field of intervention
Previous experience:
- Minimum 3 years’ experience in implementing community health/ hygiene promotion programs and/or humanitarian projects in the NGO/INGO sector
- Significant experience in team management and capacity building;
- Experience in working in collaboration with local partners, government bodies, INGOs and donor agencies.
Humanitarian sector knowledge:
- Minimum 3 years’ experience with NGOs/INGOs specialized in humanitarian assistance
Languages:
- Fluent English (written, reading and writing). Fluent Arabic
