Procurement Coordinator

  1. Role and responsibilities

The Procurement Coordinator will be mainly a Focal Point for Agresso Procurement module and the interlink with other departments and users of the system. He/She will be responsible for managing NRC’s country office day-to-day procurement operations and activities (National Tenders, International Tenders, Long-Term agreements, etc.), ensuring the procurement of goods and services required by NRC Lebanon programmes are provided in compliance with the set policies and procedures, and donors rules and regulations.

Generic Responsibilities:

  1. Provide technical advice and support to implement NRC’s logistics systems and procedures in the Beirut office.
  2. Provide follow-up and controls to ensure adherence to the NRC Logistics Handbook, other NRC policies and donor requirements.
  3. Ensure anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, fleet management, asset management).
  4. Manage related staff and provide training and capacity building.
  5. Ensure that all relevant staff are trained on all related matters and updates on Agresso Procurement and build their capacity by providing technical support and guidance both at local and field levels.
  6. Prepare and submit periodic reports and plans as required.
  7. Ensure proper filing of all logistics documents.
  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specific Responsibilities:

  1. Support the continuous development of local procurement tools, systems, and procedures by providing suggestions, recommendations, and action plans in coordination with the Logistics Manager.
  2. Conduct Agresso Procurement trainings for new joiners Procurement staff, Requesters and Budget Holders.
  3. Provide support & refresh trainings to Agresso users on Agresso Procurement Unit.
  4. Raise Help tickets and follow up with Agresso Focal point in the Regional and Head Office, for all Procurement related Agresso technical problems.
  5. Coordinate the review, clean up, and update of NRC Agresso Procurement Tools and workflow in coordination with the relevant Finance in Country.
  6. Oversee and manage NRC Beirut’s day-to-day procurement operations in line with the set requirements, while ensuring compliance with the set procurement policies and procedures, and donors rules and regulations; in an environment based on transparency and competitiveness to procure the best quality at the best value.
  7. Oversee and manage all country procurement activities with relevance to national and international tenders, long-term agreements, etc. to ensure compliance and consistency.
  8. Manage the process of planning for all received requisitions received to ensure they are carried out in a timely and efficient manner and that all related documentation is accessible at all times.
  9. Monitor all procurement needs and trends and identify potential gaps while setting an action plan to address pressing matters and increase efficiency.

Critical Interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Logistics Manager to support the continuous development of processes and systems
  • Beirut Procurement Team
  • Finance Team
  • Field Logistics and Support Coordinators to ensure proper implementation of set policies and procedures
  • Project Managers and Programmes Coordinators to understand their needs and assist in proposals and procurement plans.
  • NRC Lebanon suppliers and contractors to build long-term professional relationships.
  • Agresso regional and global support units.

  • Bachelor degree in business or any relevant field
  • Minimum 3 years of experience in procurement and contracts management; preferably within a humanitarian context;
  • Good working knowledge and experience of international supply chain operations; and key institutional donor’s rules and regulations;
  • Proficient in MS Office applications
  • Fluent in both Arabic and English, both written and verbal
