Rehabilitation Officer

 

 

1. GENERAL OBJECTIVE

The Rehabilitation Officer, as part of the Shelter Team, works in Shelter activities, including, but not limited to, PWD adaptation works for PHCCs. The Rehabilitation Officer plans jointly with the Shelter Specialist, the activities of construction and PWD adaptation for the PHCCs.

The Rehabilitation Officer in coordination with the Shelter Specialist, prepares MoU documents, BoQs, Handovers, and plans visits and constant follow up to the PHCCs to inspect the quality of works installed by the contractor.

 

 

2. RESPONSIBILITIES AND TASKS

Role and Responsibilities

1. IMPLEMENTATION AND OPERATIONAL FOLLOW-UP OF ACTIVITIES

  • Plan jointly with the Shelter Specialist, the activities of construction and PWD adaptation of the PHCC;
  • Be the direct focal point in the daily operations with PU-AMI and the suppliers;
  • Represent PU-AMI on the construction sites;
  • Supervise daily, and in a constant way, the follow-up of the works for the good accomplishment of the activities;
  • Ensure that the implementation of construction activities respect the technical instructions (i.e. deadlines, metrics, quality of materials, compliance with plans, compliance with Ministry of Health standards, etc.);
  • Keep up-to-date with the reports on the execution of works and quality control (construction workbook and inventory sheets) as well as technical meetings of the construction site.

 

2. SUPERVISION OF CONTRACTORS

  • Ensure the supervision of workers and craftsmen on the construction site and follow-up on their presence and performance;
  •  Participate in the planning of their activities on a daily and weekly basis;
  • Assist the Shelter Specialist in the evaluation of the technical capacities and skills of the contractors;
  • Give necessary instructions to ensure the execution and continuation of the works under the best conditions;
  • Ensure that the safety of persons and equipment on the worksite is guaranteed.

 

3. ASSESSMENT, REPORTING, AND COMMUNICATION

  • Ensure the good flow of information between the field, the suppliers, the PHCC and PU-AMI team;
  • Immediately report to the Logistics department and Shelter Specialist any information or concerns that may have an impact on the activities or on the safety of the teams on the ground;
  • Assess the accessibility works needed and prepare BoQs for the needed items and interventions;
  • Jointly with the Shelter Specialist, review documents and monitoring procedures to better enhance the works and project outcome;
  • Ensure information collection and compilation from contractors on the progress of construction and rehabilitation activities;
  • Write regular reports on the progress of construction activities for the Shelter Specialist.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

 

Mandatory requirements

Language skills:

  • Fluent in Arabic and English;

Education degree:

  • Bachelor of Civil Engineering/Architecture or relevant engineering degree;

Work experience:

  • Experience in NGOs/private sector for a minimum of 2 years;

Knowledge and skills:

  • Demonstrate a willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities;
  • Excellent geographical knowledge of the area of responsibility;
  • Strong ability to prioritize, follow up, and complete tasks;
  • Strong communication and negotiation skills;
  • Knowledge of PWDs’ works and interventions;
  • High technical engineering knowledge;
  • Willingness and ability to travel within the area of responsibility.
  • Computer skills: Basic knowledge of MS Office software including Word and Excel
  • Other: Valid driving license (for 2 years minimum)
