TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars: Humanitarian Pillar and Governance & Economic Justice Pillar. The purpose of the Governance and Economic Justice Pillar is to reduce the overall state of inequality in Lebanon through a multi-structural approach that empowers individuals (e.g. girls, boys, women, and men – including youth), as well as groups (e.g. Local Civil Society Organizations (CSOs), Community Based Organizations (CBOs), feminist collectives) to achieve the following interlinked goals: 1) actively influence the processes by which public policies are made, 2) protect the basic social, economic, civil, and political rights of all citizens, especially marginalized groups (e.g. Syrian and Palestinian refugees, People with Disabilities (PWD), Lesbian Gay, Bisexual, Transgender, Queer plus (LGBTQ+), and migrant workers), and 3) facilitate access resources to strengthen their economic and social resilience.

JOB PURPOSE: Oxfam will implement a project entitled “Health and Rights for Women, Adolescent girls and Children (SRHR)”. The proposed project aims to improve the quality of, access to, and demand for integrated health services and information for women, adolescent and children at the community, health facility and health systems levels. The project contributes to increasing the enjoyment of health-related human rights by the most marginalized and vulnerable rights-holders, particularly women, adolescent girls, and children. The Project Manager will lead on the project and is accountable for all the programmatic, management and partnership aspects of the project. As a key role within the Oxfam Lebanon Country programme, the position will be based in Beirut, with possible travel to programme sites in the North and the Bekaa region. He/she will oversee effective management and relationships with partners, manage the intervention throughout the project cycle, including budget management (including expenditure planning and expenditure monitoring), lead in preparing and developing high quality programme plans, including Monitoring, Evaluation, Accountability, and Learning (MEAL) and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation.

BUDGET RESPONSIBILITY

Management of budget project of approximately $1,600,000.

GEOGRAPHICAL SCOPE

The post will be based in Beirut with possible travel to Zahle and Tripoli.

KEY STAKEHOLDERS

Gender Advisor, Governance and Economic Justice Team, MEAL Team.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project Cycle Management & Programme Quality

  • Lead on the inception process, program planning and reviews, spending and financial review meetings;
  • Develop work plans, spending plans, procurement plans to ensure programmatic, and budgetary follow up throughout the implementation phases;
  • Lead on the day-to-day activity implementation of the project in close coordination with the partners;
  • Follow up on the indicator tracking, monitoring, and evaluation of activities in coordination with the MEAL team;
  • Lead on the design and implementation of all planned research pieces in coordination with the partners and the Research and Policy team;
  • Lead on the design and organisation of networking events with support from the Research and Policy team and the Gender Advisor;
  • Lead on donor reporting; including progress, interim, and annual reports, with support from the Grants and Compliance team;
  • Ensure that the project adopts a Human Rights-based approach and mainstreams gender, with support from the Gender Advisor;
  • Ensure Oxfam’s Programme Management system (OPAL) is updated and relevant;
  • Ensure the physical welfare, well-being, and professional development of team members directly assigned to the project.

Budget & Financial Management

  • Initiate monthly financial review meetings, involving relevant support staff to plan and monitor the budget, review procurement and spending plans, and ensure funds are spent within the set timeframe;
  • Ensure that donor contractual requirements are fulfilled, regarding the General and Technical conditions of the Grant Agreement and internal regulations, throughout the entire project period;
  • Work closely with the Grants and Compliance team to ensure efficient implementation and timely reporting;
  • Work closely with the Human Resources (HR), Finance and Logistics teams to ensure proper spending.

Partner management

  • Lead on project partnership relations, including budget monitoring;
  • Oversee activity and financial progress against project partnership agreements;
  • Ensure appropriate monitoring (financial, technical, implementation) of partners;
  • Follow-up on the capacity building support to partners.

 

External Representation

  • Attend relevant sector coordination meetings as appropriate and feed information for continuous programme adaptation and compliance with sector standards;
  • Serve as project representative to external stakeholders, such as donors, CSOs and local authorities.
  • Assist with the coordination of visits of donors, and/or partners related to the project.

In addition:

  • A Bachelor’s degree in relevant discipline such as Public Health, Gender, Sexual Diversity, Development Studies or equivalent experience is required;
  • At least 3-5 years of experience in project management (including strategic planning, budgeting, reporting, monitoring & evaluation) is required;
  • Experience in working with local and international Civil Society Organisations is required;
  • Experience in conducting/managing qualitative research is required;
  • Experience in online and offline communication tools is preferable;
  • Demonstrated experience in writing donor reports is required;
  • Excellent interpersonal, influencing and communication skills;
  • Diplomacy, tact and negotiating skills;
  • Proven leadership and ability to work independently as required;
  • High sensitivity to cultural differences and sexual diversity, and the ability to work in a wide variety of cultural contexts.
  • Good written and spoken English and Arabic is essential;

  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities
