Mid-term project evaluation consultant

The evaluation focuses on relevance and efficiency, and identifies lessons learned and makes recommendations that project partners and stakeholders might use to improve the design and implementation of the second phase of the project. The project stakeholders faced challenges during the first phase to launch the activities and adopt its relevance according to the changing context hit by financial crisis and the COVID-19 pandemic.

The evaluation is expected to cover the different project phase 1 components:
a) Optimization of managerial and technical capacities of beneficiaries;
b) Increase of market & marketing knowledge;
c) Understanding the business model of each cooperative.

The principal task of this evaluation is to assess the performance of the project in terms of effectiveness, efficiency, and timeliness of producing the expected outcomes. The financial crisis and COVID-19 pandemic pushed project stakeholders to adapt and mitigate risks and challenges all along the implementation. The evaluation should present recommendations to better perform in phase 2.
