ABOUT THE JOB

 

General objective: The Disaster Risk Reduction (DRR) Coordinator, as technical advisor contributes to the implementation of the AFD funded Disaster Risk Management (DRM) project and to the implementation of the wider Solidarités International (SI) DRR strategy.

 

S/he contributes to the development of SI’s country strategy by supporting the mainstreaming of DRR in SI programming/technical sectors (WASH, Shelter, etc.) and by suggesting improvements on how DRR can be mainstreamed in SI implemented operations, based on lessons learned.

 

S/he is specifically responsible for the appropriateness of mainstreaming DRR with the aim to enhance the resilience of SI interventions responding to the needs of the local populations. S/he is also responsible for the compliance and suitability of proposed approaches to DRR implemented by SI teams supporting and advising on the use of relevant methodologies, tools and coordination mechanisms.

 

S/he leads the operational monitoring of the AFD DRM project and supports as necessary the operational monitoring of DRR mainstreaming in SI key sectors such as WASH, Shelter, etc.

 

S/he leads the process of capitalization and the improvement of SI methods and techniques in the field of DRR and the mainstreaming of DRR in SI operations.

 

 

The main challenges:

  • Launching a multi-tiered consortium project aimed sustainable DRR policy reform and community engagement as a pilot to be adapted for replication/scale up.

 

 

Priorities for the 2/3 first months:

  • Ensure field-level coordination & relations with key stakeholders within targeted River Basins under AFD project;
  • Close coordination with CNRS on the River Basin Diagnosis
  • Develop engagement plan + define structures required (or existing) to ensure municipality level engagement in River Basin Approach
  • Functional line management of SI field level teams under project
  • Close coordination with consortium partners and stakeholders including donor
  • SI Technical Referent in all Working Groups and Operational Forums of Consortium

 

 

Responsibilities and main activities:

 

Strategic orientation

Specific to AFD DRM consortium

  • In coordination with Lebanese Red Cross (LRC) and French Red Cross (FRC) partners, contribute to the development of a harmonized approach for the implementation of the AFD DRM project, in accordance with donor compliance, quality standards and the strategy of the project. This includes the development of harmonized SOPs as needed, with inputs from the different partners.
  • Facilitate sharing of experience and best practices with partners to guide the direction of the AFD DRM project.
  • Participate in programming work upon request from partners in line with the Implementing Committee of the project.

Specific SI DRM/DRR activities

  • Actively contribute to the monitoring and analysis of global trends in DRM/DRR policies, including the analysis of donors’ and other key stakeholders’ DRM/DRR strategies and policies.
  • Lead the development and/or contribute to the improvement and further development of a DRM/DRR strategy in accordance with SI’s logic of intervention, existing policies and priorities for the country of intervention.
  • Lead the organization of mainstreaming DRR in needs assessments and be the driving force for mainstreaming of DRR in SI’s programming in the country of intervention.

 

Relevance and appropriateness of projects and technical suitability

Specific to AFD DRM consortium

  • Lead the elaboration of assessments and studies under SI’s responsibility (definition of terms of references, validation of proposals including validation of technical tools and methodologies, follow up/supervise the implementation and validation of deliverables). Specifically lead, in coordination with technical departments of LRC and FRC, the realization of the initial river basin diagnosis as well as the following feasibility studies. 
  • Responsible for ensuring that all activities implemented by SI align with AFD operational and technical frameworks.
  • Responsible for confirming the relevance and consistency of activities vis-à-vis the needs and capacities of the local populations as well as local institutions to incorporate sustainability requirements and exit planning
  • Contribute to the coordinating with partners regarding the field findings for better improvement and lessons learnt

Specific SI DRM/DRR activities

  • Contribute to mainstream DRR the implementation of SI projects by supporting Technical Sector Coordinators (WASH, Shelter, etc.) and Project Managers (PMs) in setting up a technical approach and assessing the financial, human, and logistical elements and by approving technical methodologies and tools
  • Responsible that all DRM programs / and DRR mainstreaming are implemented respecting SI annual operational strategy, policies, technical standards, and the criteria stipulated by donors; as well as vis-à-vis the needs and capacities of the local populations as well as local institutions.
  • Supporting Technical Sector Coordinators (WASH, Shelter, etc.) to mainstream DRR in needs assessments
  • Contribute to capacity-building of the SI team in the country of intervention on how to mainstream DRR in SI programming (in line with developed SI DRR strategy)

 

Coordination, technical support and operational monitoring

Specific to AFD DRM consortium

  • Actively contribute to the successful realization of the technical task forces especially the ‘Studies Task Force’, the ‘River Basin Approach Task Force’ and ‘Collaboration between national and humanitarian response Task Force’.
  • Actively contribute, in coordination with LRC and FRC, to the elaboration of the Environmental and Social Commitment Plan of the project and its follow up.
  • In coordination with SI, LRC and FRC Technical and MEAL departments, contribute in the monitoring of the activities of the project and follow up of the MEAL plan. Conduct regular field visits/field monitoring/site spot-checks to monitor project implementation.

Specific SI DRM/DRR activities

  • Responsible for anticipating difficulties related to mainstreaming DRR in SI programming and facilitate the resolution of problems linked to the mainstreaming of DRR in SI operations. Propose the reorientation of DRR mainstreaming according to changing context and indicators.
  • Responsible for providing technical and methodological support to Technical Sector Coordinators (WASH, Shelter, etc.) and PMs for the mainstreaming of DRR.
  • Actively contribute to the mainstreaming of DRR in project specific SI MEAL plans by suggesting and approving performance indicators for DRR mainstreaming suggested by PMs, and support the follow up of established MEAL plans

 

Capitalization

Specific to AFD DRM consortium

  • Under the lead of the AFD Consortium Coordinator, and in coordination with LRC and FRC partners, actively contribute to the capitalization of the project
  • Lead the technical capitalization of SI activities as part of the AFD project
  • Actively contribute to lessons learnt workshops

 

Specific SI DRM/DRR activities

  • Lead the correct use of SI’s capitalization tools, and the dissemination throughout HQ (technical unit and desks) of capitalization on the intervention methods and techniques, and on the experiences acquired by SI and others actors in this field of activity/mainstreaming DRR
  • Lead the centralization and dissemination of procedures, guidelines and tools linked to mainstreaming of DRR as well as  improvement of existing tools
  • Lead the development of a network of DRM/DRR specialists, technical partnerships with other actors and regularly keep the HQ technical unit informed
  • Responsible for supporting Technical Sector Coordinators (WASH, Shelter, etc.) and PMs to include in handover reports how DRR mainstreaming was done, before the end of their contract and that these reports are sent to headquarters to lead the capitalization

 

Personnel management              

Specific to AFD DRM consortium

  • Lead the welcoming and briefing of employees working on AFD DRM activities if any.
  • Lead the implementation of technical training in line with operational needs as identified and/or requested

Specific SI DRM/DRR activities

  • Lead, in coordination with HQ HR, Desk and DOAP, the prerequisites for DRM/DRR position openings in the country of intervention and adapt existing criteria if necessary.
  • Lead the identification of training requirements in collaboration with DCD/HoP and Technical Sector Coordinators (WASH, Shelter, etc.) within the SI team in the country of intervention as well as the resources available in the area of work, and the implementation of technical trainings in line with operational needs identified by training requirements
  • Lead workshops, coordination meetings and/or technical exchange programs

 

Reporting / communication / representation

Specific to AFD DRM consortium

  • Lead the consolidation of SI activity reports and review the text/annexes of reports
  • External coordination and representation at meetings and forums concerning AFD DRM project activities (attends the Implementation Committee meetings of the project)

Specific SI DRM/DRR activities

  • Supports Technical Sector Coordinators (WASH, Shelter, etc.) and PMs as requested in reviewing and consolidating DRR mainstreaming in activity reports and actively contribute for the delivery of reports on time
  • Responsible for the validation of technical expertise reports linked to the mainstreaming of DRR in SI operations
  • In coordination with CD and DCD/HoP, actively contribute in establishing and maintaining a communication network and good relations with local/government authorities, financial donors representatives, UN agencies and other international agencies
  • Responsible for the technical representation of SI in all meetings or forums concerning DRM/DRR
  • Contribute to fundraising and the negotiation and examination of project proposals relating to his/her activity
  • Lead the reply to headquarter requests regarding specific needs linked to DRM/DRR

 

YOUR PROFILE

Specific skills and experience:

  • Experience in DRR/DRM policy development/reform
  • Experience in DRR/DRM programming
  • Experience in INGO/UN/NNGO a plus
  • Experience in Project Management
  • Experience in Team Management

Soft skills: Negotiations, Proven Experience in coordination with various stakeholders (Government structures, INGO/NNGOs)

Language: Arabic & English required
