Location of the Assignment: Villages of Aydamoun, Nahriye, Quobaiyat, Ghzayleh, Sfainet, Bire and Tleil Akkar, Lebanon
MASAR for Local Governments is a programme funded by the EU MADAD trust fund and implemented in Lebanon and Iraq. The overall aim of the programme is to strengthen the long-term resilience of targeted subnational governments and their host, refugee and IDP populations to deal with displacement.
MASAR has three objectives:
- To improve the capacities of subnational governments to engage in holistic, area-based planning and consider different scenarios that respond to the needs of host, refugee and IDP populations.
- To improve service delivery to generate greater social stability outcomes based on the needs of host, refugee and IDP populations.
- To empower subnational governments and service providers to facilitate local economic development and to have better access to municipal investment that benefit the extension of safe public services and create economic opportunities for host, refugee and IDP populations.
In Akkar, Lebanon, MASAR supports three Unions of Municipalities: Dreib el Gharby, Dreib el Awsat, and Akkar El Chemali.
Background specific to the assignment:
The overall aim of the assignment is to improve wastewater management in selected villages of the Dreib area through: research and planning, improvement of operation and maintenance practices, capacity building and awareness raising. Accordingly, the assignment is divided into four stages.
Stage 1: Research and Planning
The aim of the stage 1 activities is to:
- Extend WWTP Feasibility Study for Aydamoun to include the neighbouring village, Nahriyeh (500 inhabitants), and
- Elaborate a feasibility study of an extension of the existing wastewater network in Quobaiyat to the town’s district, Qatlabe (around 3000 inhabitants).
Studies for both extensions should examine their sustainability in terms of operation and maintenance costs.
At this stage, the Expert should work closely with the International Expert in Wastewater Treatment (WTTP Expert) responsible for technological adaptation of the wastewater treatment plant (WTTP) planned for Aydamoun, to cover Nahriyeh.
Stage 2: Improvement of Operation and Maintenance Practices
Stage 2 activities should aim at improving O&M practices of the wastewater treatment plants in Quobaiyat and Sfaineh. The Expert should also examine feasibility of solutions to reduce the O&M costs.
Stage 3: Capacity Building
Stage 3 should aim at improving organizational and human capacities of the managers of municipal wastewater systems of 7 municipalities: Aydamoun, Nahriye, Quobaiyat, Ghzayleh, Sfainet, Bire and Tleil. Therefore, the Expert will provide a general workshop on municipal wastewater systems management and development to local governments representatives following the specification provided in Outputs.
Stage 4: Awareness raising
The Expert will support the organization of public consultations regarding municipal wastewater systems’ management and development through recommendations on selection of participants and the thematic scope of consultations. The Expert will also take part in three dialogue tables to provide consultancy to participants during the event.
