About Lebanon Humanitarian & Development NGOs Forum (LHDF)
The Lebanon Humanitarian and Development NGOs Forum (LHDF) is an independent entity, composed of local NGOs operating in Lebanon, that facilitates the coordination between them and other relevant stakeholders to have an efficient response to the humanitarian and development needs in the country.
One of the Forum’s mandates is to develop advocacy papers and policy briefs on behalf of the forum members. Accordingly, the forum is currently seeking to contract an advocacy specialist consultant to support this effort.
The LHDF Advocacy and Communications consultant will be responsible for policy analysis and coordinating collective advocacy and communications initiatives for LHDF, reflecting member-identified priority issues. The consultant will undertake research to develop evidence to underpin advocacy and coordinate LHDF advocacy actions across members and working with other NGO networks; engage effectively in the various fora available to LHDF to effect policy change; develop LHDF advocacy strategies; and deliver regular reports, analysis, briefing and position papers.
OBJECTIVES
- Launch the Forum’s online presence while identifying strategic platforms, messages, outreach campaigns and a long-term strategy the LHDF Coordinator and Steering Committee can sustain.
- Develop a field visibility strategy for LHDF Help Desks to support beneficiary ease of access.
- Ensure field visibility is accompanied by a strong Social Media campaign to boost outreach to beneficiaries and promote the LHDF Help Desk hotline.
RESPONSIBILITIES AND DELIVERABLES
- Initial meeting with the LHDF Steering Committee, Forum Coordinator and PSEA Officer, to go over the Forum’s work, objectives, and expectations from the strategy.
Deliverable: Attendance of meeting with the Steering Committee and Secretariat on June 1st, 2021. Field visit to the Help Desks on June 2nd, 2021.
- Mapping relevant Social Media platforms for the Forum’s online presence, while indicating each platform’s added value in terms of outreach to other NGOs and beneficiaries and setting the general strategy and approach for each platform.
Deliverable: List of relevant platforms and added value submitted for Steering Committee and Coordinator validation by June 4th, 2021.
- Planning and strategizing for LHDF social media presence taking into consideration two main objectives: outreach to non-Members and promotion of the LHDF Help Desk hotline for beneficiaries.
Deliverable: Submission of a sustainable social media strategy, including needed ad budgets for Steering Committee and Coordinator validation by June 11th, 2021.
- Advising on LHDF Help Desk field visibility to facilitate beneficiary access.
Deliverable: Proposed field visibility strategy to be submitted to the Steering Committee and Coordinator for validation by June 11th, 2021.
- Launching the implementation of the validated Social Media and Field Visibility strategies.
Deliverable: Assisting the Coordinator in procurement of relevant materials, creating and boosting social media posts and interactive online materials, monitoring success, and advising on ad placements – until June 30th, 2021.
- Ensuring the sustainability of the strategy beyond the completion of the consultancy.
Deliverable: Providing an exit document based on observations and lessons learned to support the sustainability of the strategy, while advising on social media budget management by June 30th, 2021.
QUALIFICATIONS
- Bachelor’s degree in Communications, Marketing, Development, Political Science, or any other related field.
- Minimum 3 years of relevant work experience in communications, community outreach, social media, digital marketing, and research.
- Demonstrated capacity to develop and implement communications strategies with clear theories of change.
- Fluent in Arabic and English, both written and spoken, knowledge in French is a plus.
- Previous experience working with national NGOs (international NGOs and UN are a plus).
- Proficiency in social media strategizing, planning, and monitoring tools is essential.
CONTRACTUAL TERMS
- Comply with and adhere to Lebanon Support (LS) & LHDF policies, guidance, and procedures.
- Consultancy duration from the 1st of June 2021 till 30th of June 2021.
