Essential Functions and Responsibilities

Design and develop a monitoring & evaluation system to assess the performance and impact of MoSA policies, programmes and projects

Assess the current state of monitoring and evaluation capacities, practices and systems within MoSA and its delegated units and offices;

Define in a concept note the most appropriate M&E system for MoSA and outline a complete workplan and timeline for its development;

Lead the design of MoSA M&E system, involving all relevant stakeholders;

Develop and strengthen M&E strategies and plans;

Define and facilitate the implementation of the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.

Outline a complete schedule of M&E activities which shows when all key activities, including data collection using quantitative and qualitative tools, will be carried out and when information will be available, and ensure responsibility is allocated to specific individuals (not organizations) for all M&E activities;

Deliver reliable, relevant and timely monitoring reports according to the M&E calendar.

Support in setting up a complaint system

Design, organize and conduct trainings in M&E and results-based management within MoSA at central and local level

Prepare and maintain reporting database;

Assist in the development of M&E tools and support in their use.

Conduct and/or manage evaluations, and promote evaluations that are useful and inform policy-making

Design and carry out evaluations of projects, programmes and policies; 

Supervise evaluations conducted by MoSA staff members and consultants; 

Apply evaluation quantitative and qualitative data collection and analysis tools, techniques and approaches; 

Use findings of participatory assessments and consultations with displaced and host communities to inform the Ministry’s programmes and direction;

Report to management on evaluation findings and recommendations;

Organize meetings, workshops and other discussion fora in order to establish a dialogue on evaluation results, recommendations and lessons learned;

Ensure that evaluation results are taken into account in the continued implementation of projects and programmes and in the design and appraisal of new projects and programmes; 

Contribute to the development and review of evaluation-related policies, guidance, systems, procedures and tools.

Monitoring and reporting of the activities implemented by MoSA LCRP staff

Assist in the development of M&E tools for outreach activities and support the outreach field workers in their use.

Compile reports from outreach field workers  and systematically analyze consolidated M&E data and provide the management with recommendations for improvement.

Submit a monthly report to the General Supervisor.

Perform any other task, as assigned by the general supervisor.

Education Degree Details
University Degree in Economics, Statistics, Social Sciences, Public Administration, International Relations, Political Science or any other related field. Master's Degree is a plus.
5+ years of relevant experience at the national or international level in monitoring and evaluation of development programmes and/or projects or related field, including hands-on experience in design, monitoring and evaluation of projects and establishing relationships among partners or related area.
Strong knowledge of monitoring and evaluation tools is required; in particular results based management and impact evaluations.
Experience in the development and implementation of quantitative and qualitative methodologies will be a strong asset.
Experience with, or sound theoretical and applied knowledge of the UN system M&E principles will be a strong asset.
Strong verbal and written communication skills in English and Arabic.
Proficiency in the use of MS Office: Word, Excel, Outlook, and PowerPoint.
Capacity to work independently in a fast-paced dynamic working environment.
Ability to cope and work under pressure.
