USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI -2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning has an immediate vacancy for an experienced “Developer” for its Beirut based USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI 2) project in Lebanon. This position is for Lebanese nationals only.

Scope and Responsibilities
The Developer will report to QITABI 2’s Instructional Designer and his/her main tasks will include:
- Develop, using web standards (Html5, CSS3, and JavaScript), client-side games and simulations that would work in all major browsers including those of mobile phones and tablets.
The said web apps would allow:
- Interactivity: such as drag and drop using mouse and touch input.
- Listening and reacting to: Keyboard events, mouse events and touch events, including swipe gestures. This may include moving, rotating, scaling, fading an onscreen object based on the said events.
- Reacting to hit Test events by branching to different scenarios like playing a sound, video, or an animation.
- Interactive geometry apps allowing interactive drawing of line, arcs, and points and use of virtual ruler, setsquare, protractor, and compass.
- Assembles different elements - text, graphics, audio, video, storyboards, and animations - provided by other team members to fit content into an appropriate delivery form, ensuring a coherent whole to create an immersive and engaging eLearning resources;
- Integrates the content to the eLearning material layout, makes sure the e-content is compatible with the LMS, and adds the finishing touches, such as interactive scenarios, links to supplemental resources, etc.;
- Uses storyboards, graphics, sound files, text, video clips, and animations to construct the course;
- Supports in turning material into interactive portions and engaging formats (such as quizzes, assessments, videos, etc.);
- Develops the rapid prototype, the programmed working model, upon which the end-product is based;
- Works with Instructional Designer to confirm specifications and resolve gaps;
- Creates, manages, and delivers engaging e-resources across multiple mediums and multiple learning styles using mobile, on-line, video etc.;
- Addresses changes and feedback to course deliverables in a timely manner;
- Works collaboratively with graphic design and video producers to create an impactful learning material;
- Maintains branding of all the produced material in line with the QITABI2 branding and marking strategy approved by USAID.
Required Qualifications
- Degree in instructional technology, education, and/or related field (Masters is recommended)
- 2+ years of experience in instructional design
- Familiar with authoring systems such as:Adobe Animate, Rapid Intake, Moodle, Adobe Captivate, Articulate Storyline 360, Kannu, etc., and other programs that facilitate e-learning creation
- Familiar with programming languages, such as: HTML 5, Css3,,, Javascript and web assembly
- Knowledge of programming concepts and experience with JavaScript of VBA or any backend language
- Graphic design experience is an added value
- Ability to code optimally and choose the right tool based on the technologies available to the audience
- Passionate about Storytelling, user experience, talent, and development management
- Highly self-motivated and self-managed; ability to work independently and as part of a team with minimal coaching or supervision
- Ability to organize and work under strict time and production deadlines, while producing quality deliverables
- Demonstrated experience in usage of web-based platforms
