General Background
Define the role of the position within the team, describing its leadership role, if any, it’s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent.
The Senior Public Health Assistant will be under the direct supervision and guidance of the Assistant Public Health Officer. S/he will support the implementation of UNHCR Lebanon Health Guidelines (SOPs), contribute to the public health strategy and may liaise externally with local authorities, partners and persons of concern, on public health issues as guided by the supervisor. S/He assists UNHCR with the implementation of public health programs at field level and works to ensure that Public Health Care services provided to persons of concern are based on Ministry of Public Health (MOPH), UNHCR and/or internationally recognized and most up to date, standards and policies. In coordination with the Assistant Public Health Officer, S/He will have a major role in supporting the response to COVID 19 outbreak in South, in close coordination with the Rapid response teams and other sectors to ensure adequate preparedness and response. More specifically, the incumbent will also have a major role in planning for and coordinating the initiatives and efforts needed to enhance the COVID-19 Vaccination Enrollment, particularly among the refugee population as part of the overall COVID-19 Vaccine Risk Communication and Community Engagement (RCCE) accountability plan.
Purpose and Scope of Assignment
Describe the accountabilities, responsibilities and authorities associated with the position.
Contribute to the office’s plan for vaccination enrollment for persons of concern in South Lebanon, as part of the overall RCCE plan, and in close coordination with the Assistant Public Health Officer.
Work closely with the health implementing partner, to monitor the COVID-19 related functions, including the RRTs activities in relation to COVID-19 preparedness, response and vaccination enrollment among the refugee population.
Keep track of vaccination figures in South, to measure progress of the COVID-19 vaccination enrollment and access, and monitor practice against targets.
Monitor closely the staff recruited under the health partner for support with COVID-19 vaccination enrollment, as well the other RRT nurses involved, and reflect on additional needs and challenges.
Work with the stake holders, including UN agencies, NGOs, MOPH, other operational partners as needed to improve vaccination access for POCs.
Support and assist the Assistant Public Health Officer with the implementation of the public health program and ensure that health care services provided to refugees are based on Ministry of Public Health (MOPH), UNHCR and/or internationally recognized and most up to date standards and policies.
Update and disseminate information materials on public health, and most recent standards and policies on COVID-19 vaccination among relevant stakeholders.
Consolidate reports from the health partner, including people reached, enrolled and those who completed vaccination.
Ensure close collaboration with the CBP unit to coordinate the work of OVs and CHVs in relation to COVID-19 and vaccination.
Work closely with the other UNHCR colleagues to support identification of priority health issues and ensure proper referral of refugees to the needed health services, with emphasis on enhancing access to vaccination services.
Participate in mobilizing the refugee community to address its health needs and concerns.
Perform other related duties as required.

Completion of secondary education with post-secondary certificate/training in health-related qualification. A university degree is a must preferably in health-related field or medical social work

Required
Minimum 2 years of previous relevant job experience in health or social work
Preferred
Experience in working in refugee situations (especially urban setting)
Experience working with non-governmental organizations in the field of health
Experience with Microsoft Office applications and internet searching.
c. Key Competencies
Excellent working knowledge of English and Arabic
Excellent writing and communication skills
