Assessment Officer - North Lebanon (Tripoli/Akkar)

RESPONSIBILITIES:

    -Management

  • Manage team of 2-3 Assessment Assistants along with a team of casual labours in the field activities
  • Overseeing and plan assessment team schedules.
  • Organise teams and prepare work plans for teams to go to the field each day
  • Submit work plans to the Project Manager and coordinate and lead all teams in the field
  • Ensure field teams are fully supported and prepared with necessary security and context briefing to undertake field work.
  • Ensure the team is fully prepared and work plans are set out at the end of each work day for the next morning
  • Ensure teams are trained and ready to use LMMS/ODK registration on site, solve problems as they occur
  • Follow Medair Assessment procedures and criteria
  • Complete necessary monitoring and evaluation procedures for assessment activities, cross-checking data
  • Know the criteria for assessment of different shelter kits and NFI packs and ensue accuracy with assessments

-Coordination

  • Work closely with Distribution Officer(s) and Community officer on planning future work and distribution schedules
  • Ensure the community support team is organized on distribution & assessment days
  • Organise the necessary casual labour required for assessment & distribution through the HR assistant
  • Work alongside the logistics department to coordinate assessments and complete necessary paper work
  • Participate in weekly project team meetings

-Communication

  • Report any security or non-compliance incidents to Senior Officer and Community Officer
  • Liaise closely with the community officer to keep stakeholders informed and to direct beneficiaries to the helpdesk
  • Remain up to date with UNHCR procedures and referral forms.
  • Assist in translation as needed
  • Work with the Community Officer to develop and maintain positive relationships with local authorities, other NGOs and any other stakeholders, whilst representing Medair and ensuring good co-operation and partnerships
  • Facilitate communication with leaders/ community councils in IS
  • Professionally handle and address any complaints, report issues back to the Project Manager
  • Ensure that communication with the beneficiaries is clear, identify gaps and report back to management
  • Check records on conclusion of assessment

-Security & Loss Prevention 

  • Monitor security procedures and potential threats to during assessments
  • Assist with crowd organisation and enforce security measures
  • Understand and implement Medair security protocol procedures.
  • Be aware of the potential for loss or fraud in logistical activities and procedures.
  • Pro-actively work to prevent such occurrences by working ensuring adherence to Medair guidelines on fraud prevention with relevant line managers to improve transparency and to ensure the best use of Medair assets and resources
  • Assist in conducting regular loss prevention/fraud training with all staff and casual labourers in coordination with the Distribution Officer(s)

-Reporting

  • Ensure all paper work is accurate and correctly stored
  • Keep updated records of assessments on computer
  • Be organized and prepared to provide project manager with project reports when required
  • Meet reporting deadlines and send in necessary paperwork to the Project Manager
  • Complete necessary reports should incidents occur during assessment or distribution

PERSON SPECIFICATION:

University degree in relevant field

2 to 3  years of related  NGO experience

Post-qualification professional or practical experience

Computer literate with good working knowledge of Microsoft Excel, Word and Outlook

Enjoys a challenge and works hard to achieve objectives

Passionate about serving the poor

Self-motivated/Enthusiasm

Team player with good inter-personal skills, willing to share tasks and delegate

Encouragement and Supportive

Aptitude for community mobilisation and engagement

Capacity to work under pressure and manage personal stress levels

Ability to adapt communication strategies for different situations

Flexible and open-minded in all matters

Able to take initiative in assesment planning, organisation and execution
