CP Programme Manager

Job Overview:

The Child Protection Program Manager has to provide technical support and lead and manage the CP Officer, FPSS Facilitator and community workers. She/ He will support the design, set-up and monitoring and evaluation of the program. He / She has to ensure the timely effective and quality programming by sharing tools and resources and providing capacity building support and on-the-job coaching to the child protection staff. The child protection program manager will also focus on Gender-based Violence protection intervention.

RESPONSIBILITIES, MAIN DUTIES AND REPORTING:

 

Program Development and Planning:

  1. Develop protection-related tools and mechanisms on child protection key issues to improve the quality of the program implementation.
  2. Develop and maintain a detailed project plan
  3. Ensure that the planning of PSS activities matches procurement plans and procedures to implement PSS activities
  4. Daily coordination with key staff working on Child Protection cases, including community workers, FPSS facilitator, and M & E Manager.
  5. Organize regular meetings with the staff to prepare, manage, and make updates on the implemented activities and work plan; ensuring timely and quality implementation in compliance with the defined project plan, strategy, as well as partners and donor’s guidelines.
  6. Ensure smooth communication and coordination between staff in order to harmonize all approaches and plans, share challenges, and ensure protection mainstreaming I to other sectors of intervention. 

Program Monitoring & Coordination:

  1. Develop and maintain effective relationship with partners, donor, service providers to ensure proper referral, f/up, and information sharing.
  2. Participate in all relevant meetings.
  3. Manage and Conduct field visits to monitor the application of Child Protection principles, the tools that might be used are PSS child list and guidance note, Child Friendly Spaces Checklist, CB-PSS curriculum, and FPSS curriculum
  4. Maintain and update all forms used (assessment forms, plan development forms and others).
  5. Ensure that all SOPs are applied and updated or revised when needed.
  6. Prepare weekly/monthly reports.

PSS Activities:

  1. Supervise the team of community workers and FPSS Facilitators.
  2. Provide technical support to the team regarding all psycho-social support activities.
  3. Design and implement PSS activities for vulnerable children, youth, women, and men.
  4. Act according to the guiding principles of GBV and Child Protection including: respect of confidentiality, PSEA, “do not harm”, non-discriminatory approach, avoid conflict of interest.
  5. Ensure that protection principles are understood, maintained, and enforced.

General Policies:

  1. Ensure that all staff are following the general policies and code of conduct.
  2. Ensure that the staff are trained on PSEA and CP Policies.
  3. Observe the implementation of PSEA through regular monitoring.

Training and Capacity Building:

  1. Identify the training needs of the staff in coordination with the program manager and HR Manager.
  2. Ensure that the staff have access to trainings appropriate to the skills and knowledge needed.
  3. Conduct trainings and develop materials appropriate to these trainings.

Other Duties:

  1. Support, coordinate, and supervise the CP staff and evaluate their performance, especially from the technical part.
  2. Make referrals to other departments or organizations.
  3. Review, finalize and approve reports and studies conducted by technical consultants and experts related to the project progress
  4. Prepare status reports on regular basis
  5. Ensure fulfillment of all technical / M & E activities necessary for proper project implementation to reach the set M & E targets
REPORTS TO: 

Programs Manager and Donor focal point.

EDUCATION AND Experience:
  • University degree in Business Administration Social Work, Psychology, human rights or other related fields.
  • Minimum of 3 years’ experience in working as program manager and  implementing child protection programs preferably psychosocial activities, social work or case management, in humanitarian or development settings
  • Very good understanding of protection, refugee rights, international humanitarian principles.
SKILLS AND Competencies:
  • Good Microsoft Office skills (Word, Excel, PowerPoint and Outlook)
  • Excellent analytical and reporting skills
  • High confidentiality, respect, and non-discrimination attitude.
  • Strong communication skills.
  • Team player, flexible, able to handle pressure well and work in cross-cultural setting;
  • High level of planning and organizing (ability to meet deadlines)
  • Leadership: developing and motivating staff
  • Strong interpersonal skills and a proven ability to work effectively with others
  • Demonstrated understanding of working with children and particularly vulnerable children;
  • Knowledge and experience in using and updating databases;
  • Staunch advocate of child protection and child rights;
