Terre des hommes- Lausanne is in search for a qualified Drop In Center Manager, based in Beirut, for child protection activities targeting street connected children and youth (exposed to the worst forms of child labour).

Job Purpose / Main Functions:

The Drop In Center Manager is in charge to ensure an accurate, proper, timely and high quality implementation of project under Migration and Child Protection Transversal Programmes in the Tdh delegation in Lebanon, that means s/he has a major responsibility for the project’s steering and outcomes.

The main tasks of this function are:

  • Management of the activities in the Drop In Center for street connected children and youth:

Ensure the daily management of the activities and services in the Drop In Center, promote safety and establishment of an accessible child friendly space with the support of the local community.

  • Management of the project’s team: follow, support, and supervise the successful implementation of the projects by her/his team.
  • Projects Cycle Management (PCM): develop and coordinate, under the supervision of the Area Team Leader and Programme Manager and in close collaboration with the others key departments of the delegation, the PCM.
  • Programs Technical quality: ensure, the technical quality of the approaches and projects implemented under Migration and Child Protection Transversal Programmes, as well as the capacity-building of the technical skills of her/his team in cooperation with Technical Unit.
  • Capacity Building and Development of local partners: ensure the capacity building and development of partner and supervise the quality implementation of their activities within the project.
  • Liaise with the local authorities: liaise and coordinate with the local authorities for the project’s activities.

Under the management of the Area Team Leader in Charge of the Child Labour Response and the Migration/Access to Justice Program Manager, the Drop In Center Manager performs the following tasks:

Duties & Responsibilities / Context  (Tasks):

Management of the Drop In Center:

  • Supervises the rehabilitation of the Drop In Center and ensures that it meets all the Child Protection Minimum Standards.
  • Ensures the implementation and coordination of the daily activities and services with the field teams in the Drop In Center.
  • Ensures that rules and internal regulations –including the Code of conduct- regarding the Drop In Centre spaces and safety procedures are respected by all, report incidents when specific issues are occurred.
  • Manages opening and closing schedules and ensure that equipment and spaces are accessible to children and youth, while being attentive to the respect of timings, use/availability of equipment and schedules.
  • Seeks for synergies with other actors present on the ground to optimize resources and time and strengthening access to services and learning opportunities for the beneficiaries whenever possible.
  • Establishes and nurtures positive relations with targeted beneficiaries, community members and e volunteers and all the other actors operating in the Drop-In center.

Team Management:

  • Directly supervise 3 child protection field staff who will implement activities, lead, supervise and build the capacities of the local partner.
  • Organize meetings with the project teams and coordinate with the other projects.
  • Develop, monitor, and supervise the work plans of the staff.  
  • Ensure that a daily support as well as the capacity building of both Tdh’s staff and partner’s staff.
  • Encourage effective teamwork, especially between Tdh staff and partner’s staff through pair work modality.
  • Evaluate the staff under her/his direct responsibility on a regular basis and pass on the evaluations and recommendations to the Program Manager.
  • Promote and encourage a culture of compliance and ethics throughout Terre des hommes Lebanon. As applicable to the position, maintains a clear understanding of Tdh’ and donor compliance and ethics standards and adheres to those standards. Communicate these values to staff and to partners and requires them to adhere to these values

Project Management Cycle:

  • Oversees the planning and implementation of the project through the management and supervision of the associated resources in her/his team.
  • Supervises proper implementation at project level of the M&E system. Ensures systematic analysis of the data provided by the M&E team.
  • In collaboration with the M&E department, contribute to the reporting on the project success, as measured by expected outcomes and indicators.
  • In collaboration with the Area Team Leader, Program Manager, M&E department and support of field staff, ensure the systematic, documented protection monitoring reports.
  • In collaboration with the Admin. & Finance Department, ensure the correct financial management of projects or activities under her/his project and the funds available for them. Guarantees a monthly tracking of budgets, proper budget forecast and local partners budget follow up.
  • In collaboration with all other departments, contribute actively to prepare narrative, statistical and financial reports for donors as required, in a timely manner. 
  • In collaboration with the Communication Officer, guarantee a correct communication plan and visibility of the project. Produce, jointly, awareness/advocacy documents and messages.

Reporting:

  • Ensures and monitoring the daily and weekly reporting of the staff.
  • Submitting monthly reports according to donor’s requirements.
  • Guarantees the quality of project reports (including the annual project reports).
  • Coordinates the reporting with the local partner.
  • Ensure the active participation in capitalization excercises.
  • Ensure coordination and close communication with M&E and Finance Departments.

Budget Management:

  • Ensure budget follow up and forecast on monthly, quarterly and annually levels.
  • Check and validate the funding requests from the members of his/her team according to available resources.
  • Participate in quarterly financial reviews.
  • Follow-up in close relationship with the Finance Manager.

Representation & Coordination with other actors:

  • Within its field of activity, strengthens and develops synergies with Social Development Center, Municipality the rest of NGOs and local organizations in the area of operation.
  • In agreement with the Area Team Leader, Programme Manager, Programme Coordinator and Country Delegate ensure Terre des hommes is represented in all relevant working groups and in front of the authorities.
  • In general, make sure that a positive and professional image of the Foundation is conveyed. In particular, ensure that the Foundation's mandate, thematic policies, ethics, values and views are followed in relation to third parties.
  • Foster the correct communication and visibility of the project and the foundation.

Organizational Policies:

  • Respects the Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA) and Policy on Gender and Diversity and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breaches of the policy.
  • Abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures, and other policies.
  • Reports any breach observed in the framework of this policy during his/her professional activities both as regards the proven or suspected offence and a preventive breach.
  • Undertakes all other duties that may be requested by the line-manager and that are compatible with the job.

Job qualifications, and competencies

Academic Background: Bachelor’s Degree in Humanitarian/NGO management; International Development; Social and Human Sciences, Studies related to Child Protection. Master’s degree will be an asset.

Experience: At least 3 years of professional experience in similar position of the Center’s Management, Team Management, Project Manager/Field or Area Coordinator.

  • Previous relevant experience and extensive knowledge on Child Protection.
  • Professional experience of at least 2 years in team management.
  • Experience in coordinating and working with local actors, local authorities (SDCs, Municipalities).
  • Knowledge in project cycle management;
  • Experience in data analysis, with budgets and budgeting.

Others personal abilities:

  • Fluency in English and Arabic are mandatory. Excellent written skills in English.
  • Time management skills, ability to meet deadlines, multi-tasking, prioritization of tasks, and working under pressure.
