Solidarités International is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.

ABOUT THE JOB

General objective:

The Program Deputy Field Coordinator (P-DFC) is in charge of supervising the implementation of programs in North Lebanon. In line with both SI annual country strategy and the evolution of the humanitarian needs in the area that he closely monitor, the P-DFC will support adapting/defining the strategy, designing and implementing new projects... She/He oversees the quality of project implementation through the direct management of Program Managers. She/he also supports the Field Coordinator (FC) in his representing tasks in external meetings under FC delegation.

 

The main challenges:

 

Priorities for the 2/3 first months:

  • Ensure quality implementation of current projects within geographical area
  • Facilitate reporting and development of grant-related items for SI North base
  • Contribute to development of SI Annual Strategy development process
  • Maintain team spirit, motivate and collaboration between project teams and support departments

 

Responsibilities and main activities:

 

Strategic orientation

  • In close coordination with the FC, DCD-P (Deputy CD for Programs) is responsible of monitoring the humanitarian trends in the operational area
  • Participate actively in the definition and adaptation of a mission strategy consistent with the association’s policies and population’s needs
  • Define a plan of action and guide the program managers to put this strategy in place
  • Be proactive in proposing new activities based on the context evolution
  • Participate to the development of projects and the drafting of proposals to donors in close collaboration with the Field Coordinator, Program managers and Coordination.

 

Coordination and programs monitoring

  • Oversee programme implementation in consultation with the FC, DCD-P and other technical coordinators/managers in accordance with mission strategy and the project proposals
  • Develop and share a knowledge, a global vision and an analysis of the humanitarian needs, participate to the development and lead the implementation of a system to monitor the humanitarian context
  • Ensure that the programs’ context monitoring is done properly and leads to decision making: adjustment of activities or result shifts according to the evolution of the context
  • Ensure good coordination and communication between projects teams, MEAL, IM and Program Managers as well as the support team (HR, Finance, Logistics and security Managers).
  • Ensure that all programs are implemented in coherence with the annual country strategy, SOLIDARITES INTERNATIONAL technical requirements and financial donor’s criteria.
  • Ensure that programs are relevant to the population’s needs
  • Participate to the development and follow SI’s strategy and positioning
  • Ensure that project management, monitoring and evaluation tools are used correctly
  • Ensure that quality criteria and indicators are monitored and leads to decision making
  • Ensure that the programs evaluations’ recommendations are taken into consideration and that corrective measures are put in place
  • Ensure that human, financial and logistical resources meet activities completion requirements. Suggest changes if necessary
  • Conduct regular field visits on programme sites.

 

Institutional knowledge building

  • List and summarize SOLIDARITES INTERNATIONAL and other actors’ intervention methods/techniques and experience
  • Update and disseminate procedures, guides and tools, in particular program implementation, monitoring and evaluation tools
  • Coordinate internal and external program evaluations.

 

Reporting / communication / representation

  • Responsible for the North proposal writing process in coordination with the FC and Program Department in Beirut
  • Consolidate internal reports and the internal tools of monitoring
  • Responsible for the preparation of donors reports and amendments in coordination with the Field Coordinator and mission coordination
  • Ensure that all documents are of the required quality and delivered on time
  • Ensure that all programs reporting is in line with standard formats and procedures
  • Represent the organization in external meetings / sessions when asked and/or delegated to do so.

 

Team management

  • Support and manage the Program Managers
  • Ensure good coordination and collaboration between Program Managers, insisting on synergies and complementarity within the program team and projects
  • Initiate and lead programs workshops if necessary and carry-on daily capacity building
  • Set up training sessions in light of operational requirements
  • In coordination with FC, propose organizational chart adjustments in case of need, and contribute to implement these changes.

 

YOUR PROFILE

Specific skills and experience:

  • At least 6 years experience in (I)NGOs  and at 3 years in managerial position
  • Demostrated experience in team management
  • Demonstrated experience in budget management for portfolio of over 3 million USD
  • Demonstrated experience in proposal writing, donor rules and regulations, validation procedures & coordination of processes
  • Experience with key donors: ECHO, EU, BPRM, AFD, UN donors
  • Relevant degree in development studies, social sciences or other relevant field

 

Soft skills:

  • Ability to independently organize work and prioritise tasks
  • Strong diplomacy skills, patience and clear communication skills
  • Ability to motivate and coordinate many departments / teams

Language:

  • English required, Arabic preferred

 

SI WILL OFFER YOU

A salaried post: 2,400 USD as a basic salary

Vacation: 1.5 Paid Leaves per month.
