Context

IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007.

Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in Lebanon.

The short trainings intervention aims to bring professional skills to young Lebanese and refugees through short-term (up to 4 months) vocational training programs targeting jobs with higher employment opportunities on the local labour market: construction apprenticeship, maintenance, medical care assistance, esthetic among others. These training programs are combined with a personal development component, which includes community activities and general improvement of personal skills.

 

Within its program of short vocational trainings, SDA is looking for an officer responsible for the outreach  of beneficiaries.  

 

Mission

 

Under the responsibility of the project manager of short vocational trainings in Beqaa, the officer will be responsible for the following:

 

  1. Public relations and networking
  • Identify and create a network of partners (associations, local authorities, community influencers, mayors, refugee camp officers etc...)
  • Visit municipalities, NGOs and key people in the region to promote the project and get their support.
  • Participate in recruitment and communication events (forums, community presentations, communications with public partners, communications with television media, etc...)

 

  1. Recruitment of the beneficiaries
  • Develop a recruitment plan.
    • Mapping in order to identify the vulnerable population areas and those interested in vocational training activities
    • Conducting an assessment of the areas of intervention and proposing development ideas
    • coordinate with the communication team for the dissemination of registration on the social media.
  • Answer calls and questions from candidates and record their details.
  • Manage the online registration of potential beneficiaries
  • Organize and assist in the outreach interviews with the training coordinator.
  • Apply the first selection of beneficiaries, fill the required paperwork.

 

  1. Coordination
  • Coordinating with the project coordinator for recruitment priorities.
  • Organize fieldwork with the beneficiaries who helps in outreach or focal points.
  • Staying in touch with the beneficiaries before and during the training.
  • Fill in the recruitment tabs with the candidates’ details and share them regularly with the project coordinator.

 

  1. Reporting

-       Weekly report on the progress of recruitment work to the project manager and coordinator

Profile

Education: Higher education (bachelor or master’s degree)

Experience:  0 to 2 years, whether in private, public or in an international solidarity organization

  • Previous experience in the social work sector is a plus
  • Experience in multicultural context
  • Experience with NGOs, and refugees is a plus.

 

Skills:

  • Excellent Arabic (oral / written) imperative
  • Good oral and writing skills in French and/or English.
  • Good representation skills
  • Ease of work on Excel and Word
  • Organizational skills and multitasking skills

Quality:

  • Good relationship with the vulnerable and disadvantaged populations
  • Good interpersonal communication, good representation towards public and private partners
  • Autonomy, dynamism, proactivity and flexibility

Conditions

 

Under the responsibility of: the project manager of the Beqaa IECD office

Location:  the officer will be based in Beqaa  

Position dates:  start on 01/08/2021 for a period of 5 months- renewable based on performance

Contract: Part time – fixed term contract
