A.1 BACKGROUND:
On June 30, 2020, USAID/Lebanon has awarded ECODIT the Diverting Waste by Encouraging Reuse and Recycling (DAWERR) Activity, a five-year project that will establish sustainable and replicable integrated solid waste diversion and valorization solutions in rural areas of Lebanon, leading to improved social and economic well-being for Lebanon’s population. The Activity aligns with USAID/Lebanon’s desire to introduce financially sustainable solutions that increase the reuse, recycling, and monetization of solid waste to reduce the amount of solid waste that goes into landfills. The Activity has the following three objectives:
1. Build the capacity and commitment of municipalities to provide improved solid waste management (SWM) services either directly or indirectly;
2. Empower communities to sort at the source and participate actively in various stages of the recycling value chains (RVCs); and
3. Develop successful business models that create green economic opportunities and generate net incomes along the value chains.
The Activity’s period of performance is August 1, 2020 to July 31, 2025.
A.2 DESCRIPTION OF SERVICES
ECODIT is engaging a creative videographer, the Consultant, to help DAWERR meet its needs to plan, film, and edit video content for its ongoing activities and events. The period of performance (POP) is July 15, 2021, to December 31, 2021. The level of effort (LOE) over the POP is not to exceed 37 days. This SOW describes specific activities anticipated over this period. The Consultant shall conduct all activities and prepare deliverables under the technical direction of the DAWERR Communications/Behavior Change Communications Specialist.
A.2.1 Objectives:
The main objective of this assignment is to provide technical support to DAWERR’s communication and outreach components in documenting the various implemented activities, events and success stories, through producing short videos and one final documentary for the six pilots under DAWERR Year 1. The candidate should ensure that all videos produced with briefs provided by DAWERR and follow USAID branding and graphic guidelines.
A.2.2 Scope of Work:
The Consultant will attend a kick-off meeting with the DAWERR team to get introduced to the Activity and its objectives, in addition to USAID branding and marking guidelines for videography production. A pre-defined list of shooting deliverables will be discussed and provided by DAWERR. Accordingly, the Consultant will be providing his/her technical and creative support on the deliverables. The shootings’ locations will be across the seven selected municipalities for DAWERR Year 1 pilot projects including: Batloun, Baskinta, Chanay/Majdel Baana, Jezzine Qaraoun, and Rachaya El Wadi. For interviews with beneficiaries, DAWERR will prepare a written consent form signed by people interviewed and will clearly identify the location, name and age of interviewees and any relevant details before any shoot.
A.2.3 Activities:
The Consultant will be requested to:
- Conduct kickoff meeting with the DAWERR team;
- Provide coverage of MOU signature event, produce one short video summarizing the event, and provide rushes for media releases. The video duration is up to one minute;
- Conduct site visits, in coordination with DAWERR team, to the six pilot projects to cover and document the planning, execution, and operation phases of DAWERR Activity, and provide high-quality rushes;
- Produce 12 short videos for social media based on the conducted site visits and following a pre-defined list of shootings. The videos will include various types of content: infographic animation, testimonials, work progress, activity update, etc... The short videos’ duration will range from 30 seconds to one minute;
- Provide coverage of Year 1 inauguration events - produce three short videos summarizing the inaugurations, and provide rushes for media releases. The short videos duration can be up to two minutes with extracts for social media; and
- Produce one final documentary based on all the gathered rushes and following a pre-defined storyboard (videography, editing, audio balancing, sub-titling, format exporting, archiving raw and edited work etc.) summarizing DAWERR Year 1 pilot projects (including design, execution, and operation phases of the six pilots, in addition to testimonials, success stories and infographics). The documentary duration will be three minutes.
When producing all types of videos, the consultant shall:
- Use his/her own HD quality video camera, accessories (lenses, tripod, neck mic, LED light…) and professional editing software
- Edit the footage in line with the script provided by DAWERR and following USAID’s branding policy
- Record and edit narration / voiceover where needed
- Embed sub-titles (Arabic /English) in the video as needed
- Audio balance the final product and convert it into formats for use on social media, TV, radio, web
DAWERR team will provide the specifications for each assignment including a pre-defined list of places, locations, people to be interviewed and activity details.
A.2.4 Deliverables:
The Consultant will be expected to produce/deliver the following:
- 12 short videos for social media
- two short videos covering two events
- one documentary summarizing DAWERR Year 1 pilot projects
- High quality material for various DAWERR’s assignments, completed in line with ECODIT’s standards and USAID’s branding guidelines
- Raw archived material of all the completed assignments

After the submission of every deliverable, the Communication/BCC Specialist and the Consultant will agree upon a timeframe for the Communication/BCC Specialist to review deliverables and provide comments/questions, and the Consultant to revise deliverables based on comments/questions.
A.3 QUALIFICATIONS AND EXPERIENCE:
The consultant must have the following experience and skills to be able to perform the tasks of the SOW:
- Minimum of five (5) years’ documented work experience in the area of film/documentary/publicity/animated infographic/awareness raising videos writing, producing, directing and editing.
- Access to highest quality filming, light, sound and editing equipment.
- Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism
- Track record of successful materials filmed in the region and/or on similar topics related to solid waste management would be an asset.
- Excellent coordination and teamwork skills.
- Experience working on USAID-funded projects would be an added advantage.
