External Consultant: Livelihood Proposal Development

arche noVa in Lebanon has the opportunity to submit a 4-year project sketch to an institutional donor. The proposal based on an approved concept note covers the sector livelihoods / food security and WASH. The proposal has to include a design description for an intervention in the two governorates of Akkar and North Lebanon aiming at the improvement of livelihoods and targeting agricultural and non-agricultural income-generating activities, as well as CfW activities and the improvement of the communal water supply.

arche noVa mission in Lebanon is looking for an: 

External Consultant: Livelihood Proposal Development

Location: Home-based, visits in arche noVa office in Tripoli, field visits to Akkar and northern governorate in Lebanon.

Time: The deliverables of the consultancy have to be developed by 27th of August 2021

Working days for remuneration: 25 working days

 

Scope of Services:

arche noVa has already submitted successfully a concept note to an institutional donor regarding the said intervention. The new project promotes the livelihood security of vulnerable households and thus the resilience of the target groups through rehabilitation of water-related and agricultural infrastructure, agricultural training and initial equipment, training on health and income-generating measures and builds on the current WASH activities of AN in the target region.  The consultant should follow the main components of the concept note in order to perform his/her main scope of service which is the preparation of the livelihoods component of the proposal due to be submitted, within the planned timeframe, to the donor.  

 

Tasks:

  1. Potential livelihood partner assessment. Using arche noVa’s partner assessment tool and with the support of arche noVa staff in Lebanon, the consultant will develop a potential livelihood partner assessment study. A minimum of three (3) local CBOs or/and NGOs with expertise in Livelihoods, will have to be identified by the consultant and undergo the said partner assessment. The final selection of the project’s partner will be made by arche noVa management following the suggestions of the consultant.
  2. Develop a scoping study. The consultant should undergo a scoping study on the current socio-economic situation in the proposed project areas with a focus on livelihood situation. Identification of livelihood opportunities and community needs should be the core element of the scoping study with gender mainstreamed. The work plan and research questions for the scoping study will be finalized with the support of the Desk Officer-HQs and arche noVa team in Lebanon. Applicable research methods should be identified so as to contribute to the understanding of:
  • Current state of agricultural production in intended research areas
  • Feasibility and potential of possible interventions to support existing smallholder farmers, processors or marketers of agricultural goods in target areas
  • Feasibility and potential for the introduction of new value chains in the existing context
  1. Proposal development. Develop the proposal narrative for the livelihood project along with all supporting documents (logframe, budget, etc.) in accordance with the donor requirements and with the collaboration of Desk Officer – HQs and arche noVa team in Lebanon;

Key Deliverables:

  • On-demand, regular update reporting during whole period
  • Potential Partner Livelihood assessment
  • Scoping study on livelihood assessment on proposed areas of intervention
  • Full proposal including Logframe and Budget on the appropriate format (including changes based on comments by the team in Lebanon and HQ)

 

Language:

Proposal and other key documents must be written in English, preferably the documents should be prepared in German. Necessary translation for communication in the field will be provided by AN.

 

Coordination and lines of Communications:

The consultant will report to the Desk Officer in Dresden/Germany and the Head of Mission based in Lebanon whereas she/he will coordinate the development process by working closely with arche noVa’s relevant staff in the country such as M&E Team Leader

 

Qualifications – Required:

  • Proven experience in conducting quality research on a demand basis with limited time
  • Proven experience in project design and proposal writing
  • Solid analytical skills, including but not limited to assessments for project development
  • Sound knowledge of participatory methodologies, qualitative and quantitative research
  • Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration.
  • Previous working experience with livelihood interventions in the agricultural sector
  • Ability to coordinate and collaborate with a small team setting to achieve common objectives
  • Ability and flexibility to adapt the research design to the findings on site during the process
  • Experience with mainstreaming gender throughout research design
  • Knowledge of monitoring and evaluation criteria
  • Languages: Fluency in both written and spoken English
  • Knowledge of the Lebanese context

 

 

Qualifications – Preferred:

  • Background in agricultural sciences, social sciences or area studies
  • Experience in writing proposal for institutional donors, ECHO, EU, BMZ, GFFO, USAID etc.
  • Language: Fluency in Arabic strongly preferred, German especially in writing would be an asset
  • The candidate ideally is Lebanon based
