Education:
BS in Statistics, Social sciences or equivelant
Adequate training in research is needed
Experience:
Minimum 3 years in NGO
Minimum 2 years ideally in M & E
Proven experience in INGO and working in the humanatarian sector
Demonstrated writing skills and abitlity to research/collect data
Experience designing and implementing evaluations and/or M&E systems
Demonstrated awarness and sensitivity to gender and diversity, experience and ability to live and work in diverse cultural context and in a culturally appropriate manner and capacity to make accurate self-assessment particularly in high stress and high security contexts
Experience in alternative and particapatory evaluation methods such as most significant change, outcome mapping or particpatory action research is an asset but not a requirment.
Good understanding of humantarian principles and Humantarian process
IT:
Knowledge with MS Offices, statistical packages data, data collection tools (such as KOBO)
Competencies:
Adequate knowledge in research and monitoring and evaluation concept, approaches and tools
strong research background
able to work under pressure and manage variable workload
good understanding of humantarian principles and processes
adequate writing and demonstrated research skills
adequate ability to communicate and liase with affected communities

Detailed Responsibilities:
Design and implement a structure to manage the information flow and draw a dissemnination plan for all information products
Manage and maintain flow of external and internal information
Identify new information data requirments to support operation and provide information managemenet support
Gather and report time critical/information/data
Address information gaps
Coordinate information inputs from other ERT members to guarantee complete and accurate information
Work closesly with project managers, partners, M&E Focal points to ensure consistency and accuracy
Ensure communications support to CO focal point for programme quality and accountability to ensure effective information sharing with communities and stakeholders
Attend to infromation requests that can come from different stakeholdres
Develop and implement an information management strategy
Update of weekly emergency response sitrep throough compliliation of indicators, update of context , security situations and ,CIL oprations and overall response
Support the system to track the hotline/complaint system
Support partners in developing , implementation and revision of information management needs and solutions
Attend relevant working droup meetings and external meetings and conferences
Coordinate with CARE regionally, globally and with other CARE offices and members to allign the office date flow and approaches.
