Consultant on Short E-learning videos on Labor Rights and Decent Work Conditions

The project aims to contribute to a decent and economically sustainable business environment for displacement-affected populations in the Bekaa by strengthening the linkage between the local civil society, the business development organizations, and the MSMEs in Bekaa.

To achieve this overall objective, the project will implement activities under three main cluster:

  • Cluster 1: Empower a local network of Civil Society Organizations (CSOs) to influence practices and policies related to decent work.
  • Cluster 2: Convene an informal network of private business development organizations and professionals with strong decent work capacities in Bekaa.
  • Cluster 3: Improve working conditions and accessible decent job opportunities in Micro, Small, and Medium Enterprises (MSMEs) in Bekaa.

Under this project, the network is planning to conduct a set of e-learning tools that “My Work, My Rights!” Network’s will use to promote better information on labor rights and decent work conditions.

This includes delivering a tailored capacity development package on labor rights and decent work for the My Work My Rights! Network that will be a key in disseminating knowledge about the Labor rights and decent work conditions.

The key objectives of the mentioned material are:

  • To enhance the understanding on labor rights and standards of decent work conditions.
  • To disseminate information and support a common understanding within the NGOs and other different active actors including right holders, BDS organizations and others.

 

The objectives of the assignment are:

  • The material should have a strong visual design.
  • The material should be simple & creative.

 

The module is an interactive 2D drawings- illustrations videos with free copy-right music, with the aim to introduce 6 major topics under the labor rights issues. They are:

 

  1. Employment Contracts
  2. Dismissal  & resignation from work
  3. Labor holidays and leaves
  4. Complaint mechanisms
  5. Occupational Safety & Health
  6. National Social Security Fund- NSSF

 

The MWMR network plan is to produce 6 short videos (1 to 3 minutes) that will represent visually the training content, which cover different labor rights and standards. The total number of 2D hand drawings- illustrations may be modified, dependent on the financial proposal of the selected individual / company.

 

Target Audience

 

The e-learning module will be used by the MWMR network members to introduce these rights and mechanisms to different groups of workers & employees. It must be simplified as much as possible to promote better knowledge on relevant legal information, procedures, and mechanisms to claim these rights.

 

Therefore, the audience will be diverse mix of cultures and educational backgrounds.

 

Qualifications

 

Developing an e-learning tools requires a company or individual with strong background in 2D hand drawings- illustrations, or any similar experience, and creativity, along with all tasks to deliver a final product including the montage. Therefore, successful individual/companies are required to have the following qualifications: Knowledge of producing e-learning short 2D with hand drawings and illustrations or any other similar concepts, and experience working in the development and humanitarian sector is desirable.

 

 

Core Competencies

 

  • A degree/ experience in Instructional Design or Instructional/Educational Technology, multimedia
  • Film production or a relevant educational degree or qualification.
  • Knowledge in 2D hand drawings, or any substitute for the same result or concept.
  • Minimum 3 years of experience at the level of expertise required to carry out the main duties and responsibilities of this position.
  • Strong industry knowledge of technology and developments in the field of e-learning tools.
  • Experience in applying instructional and engaging design and adult learning principles in training/e-learning.
  • Experience integrating microlearning, personalization, and social elements of e-learning.
  • Experience with local and international NGOs is a plus
  • Proficiency in Adobe Creative Suite and other applications to create graphics, 2D illustrations (hand drawing), audio, video etc. multimedia elements.
  • Ability to manage time efficiently, effectively handle multiple tasks and competing priorities, as well as meet deadlines.
  • Ability to work independently and as a part of a team; Proactive and highly motivated; and the proposal should provide the following information:

 

  • Demonstrated competency with developing and producing illustrations and/or video animations.

 

The individual/company will need to:

  • Provide digital consultancy including development and transfer of offline storyboards to online versions.
  • Meeting (online or offline) with LOWER to discuss the content of the videos. LOWER will finalize and provide the narrative for video, including the content.
  • Meeting with LOWER to discuss the content of the illustrations. LOWER will provide general instructions for each video.
  • Develop a Technical and Cost proposal to produce the 6 videos.
  • Develop detailed story board concept(s) in coordination with LOWER.
  • Present 2 rounds of drafts to the project lead.
  • Revise drafts based on feedback from the project lead.
  • Deliver source files - illustrations and video files.

 

Submission Deadline

The deadline for proposals is 13 July 2021. LOWER will consider separate applications for the developer and illustration, animation components of this tender, but individuals/companies that can deliver on both aspects are preferred. Due to the tight timeframe, LOWER may decide to separate the work into several phases; Therefore, please separate your cost proposal accordingly.

 

Starting Period & Duration

 

The consultancy duration is expected to take place from 20 July 2021 till no later than 13 August, 2021. Each of the tasks requested will have a timeframe that will be agreed with the LOWER.

 

REPORTING

 

LOWER is the contracting authority for this project. All reports and material produced under this project will be in line with My Work, My Rights! network regulations and submitted to the Network members.

The Consultant (individual/company) must incorporate the comments received by LOWER other stakeholders as directed by the MWMR. The final versions of required outputs must be approved by the Project Manager.

All deliverables and reports are to be presented in English (in electronic format) and their receipt by the Project Manager must be confirmed.
