Livelihood Project Assistant

As a member of the Livelihoods team, the Livelihoods Project Assistant under the supervision of the LPO will oversee on the implementation of The Inclusive Recovery of Small and Medium enterprises (SMEs) Affected by Beirut Blast. He/she will support program field implementation and ensure that the Livelihood intervention is of the highest technical quality, that monitoring processes are in place, that reporting is high-quality and timely, and that the program is continually assessed and solutions quickly put in place for any changes in local context.

 

Overall Responsibility:

  1. The project assistant will be responsible for the operation management of the project/s he/she is managing under the direct supervision of the LPO.
  2. The project assistant is responsible to implement all the program activities based on the project/s objectives and to follow the PCM: planning, organization, implementation monitoring and evaluation.
  3. The project assistant is responsible to ensure that all project/s activities implemented in good quality and quantity as well.
  4. The project assistant is responsible to implement case management activities for the project beneficiaries, which aim to improve their living conditions.

The project aims to conduct restoration of the physical structure of 110 affected Shops by Beirut explosion and increased functionality of disrupted assets for 52 business.

 

Main Duties and Responsibilities:

 

Project management:

  • Support in drafting narrative reports including updates about deliverables mentioned in the work plan
  • Responsible for all aspects of the project’s daily management, including logistics, administration, security, community and beneficiaries’ liaison.
  • Regularly review and update the project’s work plan.
  • Ensure the project remains ‘on track’ to achieve the project work plan and objectives.
  • Implement project activities and ensure the good quality and quantity of the project/s outcomes.
  • Providing necessary support to LPO in arranging any meeting/training/seminar/workshop, etc
  • Join the coordination meeting with Key partners

 

 Service Mapping & Community mobilization

 

    • Inform key stakeholders about the project
    • Lead on the implementation of the outreach activities
    • Conduct interviews and need assessment with key enterprises and business stakeholders

 

Reporting:

  • Collects, reports information regarding the overall situation of the beneficiaries in general.
  • Maintain regular written and oral reporting with IRL LPO.
  • Develop and maintain project records (means of verification) such as monthly reports, attendance sheets, Case study, data base and records of decisions.
  • Regularly report to his/her direct supervisor about any difficulty met in IRL activities implementation.
  • Submitting daily updates, weekly and monthly reports to the LPO on the targets achieved and the progress of the project activities agreed upon in the detailed work plans.
  • Reports any breaches of neutrality, even if not true, to the LPO with a clear analysis and investigation of the breach.
  • Prepare and share coordination meeting minutes and staff meeting minutes with the LPO and all staff involved.

Logistic, Finance and Administration:

  • Coordinate with the admin, finance and the logistics departments to ensure that the needed means and Assets are available for the running of the project.
  • Ensure regular liaison and coordination with both the logistic and the finance department following IRL organogram hierarchy.
  • Ensure the adherence to IRL policies and procedures on annual leave applications, sick leave, other leaves, delays in attending work…
  • Ensure regular and punctual follow up of the project’s budget expenditure and forecasts through the AX system.
  • Coordinate with the media department and facilitate their work.

Security:

  • Follow and respect the security policy, guides and instructions.
  • Report any security event or incident to the security focal point for any incident that might took place in the working environment all the time.

Communication and networking:

  • Works directly in the field with children, families and stakeholders of the project locations.
  • Coordinate with IRL focal point in the communities and represents the organization.
  • Attend sector Working Groups and other internal and external meetings as required.
  • Supports and assists in the network mapping of resources specific to the locations he/she operates in.
  • Develop and maintain positive and professional relationships with the partner organization, donors, politicians, key government officials, civil society groups, religious groups, I/NGOs, CBOs, media outlets, etc.

 QUALIFICATIONS AND EXPERIENCE

  • 3 years university Degree in Economics, Finance, Social Sciences, Development studies or similar field.
  • Minimum 2-3 years of experience in emergency and development programs.
  • Experience in managing a team of volunteers.
  • Good time management skills.
  • Experience in data collection and analysis.
  • Experience in fieldwork and community mobilization; and in training groups of beneficiaries.
  • Fluency in written and spoken Arabic and English
  • Computer skills.
  • Strength in interpersonal, communication and presentation skills
  • Flexibility and willingness to change work practices and hours.
  • Availability to travel in country.

Recommended knowledge and experience:

  • Entrepreneurship activities.
  • Financial literacy.
  • Vocational training and life skills.

IRL policies:

  • Ensures a strict adherence to IRL Child Protection, Safeguarding, Media, and security policies at all times. Report any branch or misconduct he/she might observe and hear to the LPO ASAP.
