I. INTRODUCTION

Project Background Information

The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014 and had started as a project launched in 2010 by the United States Forest Service (USFS) Office of International Programs (IP) through the support and funding of the United States Agency for International Development (USAID).

The International Labour Organization represented by the International Labour Office (the "ILO") will implement a project based on the technical support for the employment creation and enhanced agricultural productivity through construction and rehabilitation of  farm  infrastructure  in  Lebanon. The project responds to  the reduced  livelihood and food security levels resulted from the Syrian crisis, the economic downturn  and  the COVID19 pandemic, and tackles its negative impact on the host communities, through the support to the agriculture infrastructure development in small mountainous exploitations, thus improving the agricultural productivity and the farmer's income in addition to the creation of employment opportunities for both host communities and displaced Syrians. It will secure  soil and water conservation where natural resources are subject to overexploitation  and  degradation. The activity will generate green jobs through green works that contribute to environmental preservation and improvement and land reclamation for enhanced agricultural and economic productivity. These activities will target vital agricultural infrastructure on private farm lands including terracing, retaining walls, irrigation networks and water cisterns.

II. PURPOSE OF THE POSITION

Lebanon Reforestation Initiative (LRI) is seeking two Field Officer for the North Area (Bcharre, Zgharta, Koura & Batroun cazas) that are responsible for the field follow up of the ILO funded project “Employment Intensive Infrastructure Programme in Lebanon” for farmers support. S/he applies Field Officer principles and procedures, provides accurate and timely information to LRI’s Sustainable Landscape Management Specialist/Project Manager and LRI Project Director, and ensures Field Officer procedures. The Field Officers will be engaged in the project for one year starting August 1, 2021. 

In close coordination with LRI’s Sustainable Landscape Management Specialist/Project Manager, the Field Officer is expected to perform the following duties:

  • Coordinate with the Project Manager to ensure a proper implementation of the field work.
  • Collect farmers’ field technical and socio-economic information and conduct needed surveys to approximately 300 farmers in the cluster.
  • Ensure regular field data entry and monitoring data on the system.
  • Identify the stakeholders and assess level of influence and involvement of each.
  • Prepare MOUs, progress report and other paperwork related to the North 2 clusters.
  • Monitor the work implementation to be adequate with designs and BOQs.
  • Maintain workers database including updated workers monitoring sheet and document workers record.
  • Assist the Team Coordinator in tracking the project weekly and ensure proper communication of tasks to the cluster officers.

III. REQUIREMENTS

The Field Officer should possess the following competencies, skills, and experience:

  • At least 2 years’ experience in agriculture field work, especially in communication with local farmers.
  • Experience in working with Lebanese communities.
  • Experience in digitized data entry.
  • Medium knowledge in agriculture infrastructure field.
  • Transportation tool is mandatory in the area of North.
  • This position is restricted to candidates living in the North area.
  • Willingness to travel within North cluster, and from and to Beirut.
  • Strong analytical, communication and interpersonal skills.
  • Excellent reporting and presentation skills.
  • Fluency in spoken and written English and Arabic.
