Call for Legal Expert for Advancing the Legal and Institutional Framework for Social Entrepreneurship in Lebanon

SEE Change Consortium, formed of Oxfam, COSV, and Beyond Group (BG) is implementing the Social Entrepreneurship Ecosystem Change (SEE Change) project funded by the EU. The project focuses on Social Entrepreneurship (SE) as a tool to support local development and enhance social stability. The consortium aims to strengthen social enterprises (SEs) to respond to the social and economic situation in Lebanon and advance the legal and institutional framework for SE.

Beyond Group seeks to contract a legal expert to:

• Build on previous efforts and continue drafting the law on social entrepreneurship.
• Conduct validation workshops with key stakeholders to review and revise the proposed law including regular town-hall meetings and/or one-on-one sessions.
• Produce a final version of the law on social entrepreneurship including conducting any required legal review and benchmark of various regulatory structures.
• Advise on and support the process of adoption of the proposed social entrepreneurship law Provide advices on the advocacy plan for social entrepreneurship and adoption of the SE Draft Law.
• Advise and assist on the advocacy plan supporting the proposed law’s adoption and dissemination, this includes engaging key policymakers and stakeholders.
• Provide, when needed, legal advisory services to supported SEs under this project, in line with SEs needs and in accordance with the adopted legal structures.

Qualifications

• At least 10 years of experience in business law;
• Proven experience in offering legal support for businesses, associations, NGOs, and social businesses in particular;
• Proven experience in drafting laws related to social entrepreneurship;
• Proven skills in communication and creating content in Arabic and English.

Duration: July 2021 to December 2021
Number of Working Days: up to 100 days
Compensation will be for actual work delivered and is to be billed for workdays.
