Organizational Context
The International Federation of Red Cross and Red Crescent Societies (“the Federation”) is the world’s largest volunteer-based humanitarian network with 192member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The MENA Region Planning, Monitoring & Evaluation and Reporting (PMER) Unit is to strengthen the quality monitoring, evaluation, accountability, learning and knowledge management to enhance programme quality in humanitarian and development efforts, supporting them to remain partners of choice within their country and sustainable and accountable for their actions, providing sustainable results for people in need in line with S2030 and IFRC Plan and Budget 2025. The PMER shall ensure development of good monitoring and evaluation practices in 17 National Societies and ensure global IFRC/Movement standards for the accountability and evidence based informed management throughout the project cycle.
Although fully integrated into the IFRC MENA office and structure, this position is aiming at: 1. Strengthening NS PMER capacities with a special focus on integration and reinforcement integrity, compliance and accountability aspects from a PMER perspective; and 2. Developing and maintaining the work related around the Movement Wide Reporting mechanism for Syria crisis (MWR).
The Senior PMER Officer - reporting and Evidence generation will be based in Beirut, Lebanon and shall report directly to the Regional PMER Manager.
Job Purpose
The Senior PMER officer’s role is to:
- Uphold RC/RC programmatic information through sound developed data management and reporting mechanisms that would ensure accurate, timely, and efficient reporting, mainly MWRS.
- Maintain regional and global reporting systems including Movement Wide Reporting
- Develop content that feeds into promotional and advocacy materials for Movement communication and positioning.
Job duties and responsibilities:
Movement Wide Reporting for Syria Crisis (MWR)
- Lead on the MWRS project and ensure timely delivery of project outputs and reports (including the MWRS quarterly report).
- Follow up continuously with NSs and ICRC to ensure timely and quality data collection.
- Lead the development of the Strategic Utilization Framework with clear data management mechanism.
- Support the external evaluator of the project and identify the needs for revisions in the data collection technical tier.
- Support the discussion with NS leaders, with ICRC, on the strategic utilization of the analyzed data.
- Identify needs for revision of the technical aspect of data.
- Coordinate with ICRC and involved NSs, the development of the MWR products.
PMER capacity strengthening to MENA NSs.
- Communicate IFRC programmatic results and evidence internally and externally to be a voice of accountability and inform the broader organizational accountability., through timely and quality planning and reporting at MENA level.
- Conceptualize, write, visualize information, and consolidate progress reports inclusive of M&E and research data and findings.
- Maintain the weekly PMER MENA working group, ensuring continuity of knowledge sharing, capturing learning and a space for peer-to-peer exchange.
- Support in identifying gaps, needs, and trends for PMER development of the MENA NSs, and support in suggesting and designing capacity strengthening initiatives and activities
- With the support of IFRC PMER Manager technical support for NSs (setting up PMER systems, tools, material, etc)
- Support the development and maintenance of systems for organizing, storing, and analyzing data as efficiently as possible, while always upholding agreed-upon security standards
- Engage in the analysis of quantitative and qualitative data, presenting the results of the analysis (in narrative and visual), and share the findings in the appropriate reporting formats and channels.
- Ensure data management standardization across the RC/RC in MENA region.
- Ensure through the developed M&E systems accessibility to data insights and provide the ability to use it in conjunction with existing Movement data and other regional data sources.
- Lead the adoption of new tools and platforms being leveraged across the Movement.
Accountability and Learning management
- Promote the culture of accountability across all RC/RC programmes and specifically through PMER regional Network
- Lead the standardization of a beneficiary accountability system for RC/RC programmes
- Map out/ identify the need for accountability material and guidelines in the region (especially in Arabic) and ensure that accountability guidelines, SOP’s, tools, and resources are in place, translated into Arabic and accessible to movement partners.
- Ensure that useful and high-quality evidence and learning on selected domains of change under the IFRC Strategy 2030 and agenda for renewal, while supporting analysis, trending and interpretation of development and humanitarian programmes, strategy development and revision, decision making, and stronger positioning of RCRC Movement
- Incorporate needed processes in PMER systems and guidelines to ensure sharing of lessons from M&E and Accountability systems within the MENA Region.
- Document and promote good practices, knowledge management and institutional learning around monitoring and evaluation approaches and advise on lessons learned, best practices and technical innovation to be included in Movement plans and project designs.

Education
- Advanced university degree in International development, statistics, Economics, Business Development, Public Policy, Social Studies, or other relevant areas of study - Required
- Relevant graduate degree or (MBA) - Preferred
- IMPACT course or equivalent knowledge - Preferred
Experience
- 5+ years of working and management experience in the specialist area of expertise, included demonstrated experience in project cycle management and building accountability and learning management systems - Required
- 5+ years of working experience in the MENA region - Required
- Demonstrated experience in data management and modelling (Excel, Tableau, Power-Bi, GIS, Microsoft Office Suite and data analysis software) and reporting mechanisms - Required
- Demonstrated professional experience in the International Federation or an organization within the Red Cross and Red Crescent Movement, or in an international organization or NGO - Preferred
- Working knowledge of IFRC’s Organizational Development polices and tools including the NSD Framework, National Society Strategic Planning and National Society Self-Assessment - Preferred
