context
IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007.
Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in Lebanon.
In a context of marginalization of vocational training, insufficiently supported and inadequacy of the skills required by the labour market and diplomas, the IECD and Semeurs d'Avenir have worked since 2010 to renovate and create professional courses (so-called technical), at the baccalaureate level,whose teaching methods and curricula are obsolete, in particular due to lack of contact with the professional world. This work was carried out in a desire to strengthen the capacities of public authorities and partner technical schools, to make them autonomous. It relied heavily on a methodology based on the improvement of standards and equipment, teacher training, the equipment and development of technical platforms, the orientation and integration of students and the enhancement of technical professions.
Building on the success of this methodology in the electrotechnical (2010) and maintenance (2017) sectors, the IECD and Semeurs d'Avenir have thus developed with the support of the French Development Agency (AFD), and in collaboration with the General Directorate of Technical and Vocational Education (DGETP) a third stream in computer development, implemented since the beginning of the 2019 school year in 6 pilot establishments with 35 teachers and 169 learners. The first class in the computer programming stream, 89 young people currently in BT2, should graduate in 2022. The project plans torollout the IT development stream in new schools over the coming years.
IECD and semeurs d’avenir wish to recruit a project manager to take over from the project manager currently in place. The main challenges of the project will be the structuring of the sector and the launch of the third year (BT3, graduation year),the equipment of schools, the accompaniment, the follow-up and the increase in competence of teachers and managers of the DGETP,the strengthening of the relationship with the DGETP,the establishment of a network of partner companies, the integration of young graduates on the labour market,and the identification of new partner schools.
mission
Under the supervision of the Education, Training and Professional Integration Program Manager, the Project Manager will be responsible for the evolution and monitoring of technical and vocational training.
Management and implementation
- Identify and plan activities according to the overall and specific objectives of the project
- Identify and coordinate the human resource (internal and external) and financial – needed for the successful implementation of activities
- Coordinate and ensure the follow up and the accompaniment of the teachers in their appropriation of the reference system. Identify and coordinate the implementation of training of trainers in collaboration with the Pedagogical Manager.
- Identify new schools to enable an extension of the project.
- Coordinate project communication
- Continue the internal steps that IECD initiated in the transversal projects: capitalization, gender issues...
Management of partnership relationships
- Maintain collaboration and good relations with expert, institutional, financial and implementation partners (partner schools)
- Develop and maintain links with other actors to ensure sectoral monitoring
- Participate in the development of new collaboration opportunities (training, funding, visibility, strategy)
- Represent iecd in external meetings with stakeholders.
Financial and administrative management
- Plan, organize and implement the purchases and related calls for tenders
- Write internal reports to the management and teams
- Ensure reporting to project donors in coordination with the program manager
- Financial management (planning, management, monitoring and reporting)
Managing a project officer
- Follow his development and fulfillment on the position
- Identify, develop and offer training in response to his needs
profile
Education:, Masters, political science, educational sciences, business, economics/management, Computer development engineer is a plus.
experience:
- 3 to 5 years including at least 3 in project management whether in the private, public or in an international solidarity organization
- Proven experience in project management
- computer programming experience is a plus
- Experience in a multicultural context is highly recommended
Skills:
- Understanding and/or attractiveness for education and vocational training issues, knowledge in pedagogy is an asset
- Very good oral and writing skills in French and English is required, knowledge of Arabic is essential
- Strategic vision of the project
- Good interpersonal communication, good representation vis-à-vis public and private partners
- Excellent management of MS Office applications (including Excel for financial management)
- Knowledge of the Lebanese context essential
- Knowledge of web/mobile development desired.
