- Ruwwad Al Tanmeya Organization Overview
Ruwwad Al-Tanmeya is a regional non-profit community development organization that works with disenfranchised communities through education, youth volunteerism and grassroots organizing. Our approach encompasses an array of programs and projects that, together, strengthen initiative and facilitate redress to problems prioritized by members of the community.
Three main programs anchor Ruwwad: Child Development, Youth Organizing and Community Support.
Three basic values shape every program or activity at Ruwwad Al-Tanmeya: secularism, diversity, and equity.
- PROJECT OBJECTIVE
The objective is to support the improvement of the workspaces of Ruwwad HQ in Tripoli, to ensure a safe and comfortable working environment that is also ecofriendly and promotes principles of ergonomics and occupational health and safety.
Below is a breakdown of the scope of work:
The Ruwwad center is a building composed out of 4 levels, a ground floor and 3 levels.
The renovation plans include the renovation of all floors as per the available architectural design, including the reception area and the multipurpose room on the ground floor, the industrial kitchen and the offices on the first floor, the classrooms and library on the second floor, the implementation of an open space office area on the 3rd, in addition to the redesign of the roof including the creation of a green space for agricultural works and solar panels.
The renovation plans included the principles of local design codes where applicable and of good ergonomic design for an optimal work environment.
- Operational objective:
Ruwwad is seeking an EPC (Engineering, Procurement and Contracting) firm to rehabilitate the existing center located in Tripoli, North Lebanon.

Ruwwad Al Tanmeya – Space Redesign
Content of Works:
- The contractor should conduct a survey at the beginning of the works and assess the condition of the building and prepare shop drawings.
- The contractor will be responsible to develop mechanical and electrical drawings to match with the architectural design.
- A sample of each requested item, in addition to relevant datasheets, needs to be approved by Ruwwad team before installation.
- The contractor should prepare and keep at enough items in his stock.
- The contractor should prepare and submit technical and financial offer for the works with details of the execution plan, detailed Bill of Quantities and execution schedule.
- The contractor will be responsible to provide transportation for his workers to the sites all the days.
- The contractor must visit work sites before submitting his technical offer and they must match the technical offer with the actual status for the execution and construction process.
- The client may amend what they deem "technically" suitable for the project and after taking the approval of Ruwwad, and the Contractor must abide completely with what was required by the supervising committee.
- Ruwwad staff will be onsite during the execution.
- Ruwwad are responsible to monitor and confirm the work.
- All rehabilitation and construction works should be as per the BoQ and drawings.
- The contractor should have the capacity to work in more than one area in the same time if needed.
- Ensure safety and security/prevention to avoid any accident while distributing.
- Ruwwad has the right to increase or decrease quantities at the same unit cost.
- The contractor must take into consideration COVID-19 precaution measures during the execution of works.
The Contractor must:
Insure that the supplied items are brand new not renewed, and that applies to all the supplied items. Preference is given to the items that have proven technical quality and efficiency during the operation.
The contractor is committed to all the engineering designs with these Technical Conditions including the quantities and dimensions. The Contractor may not increase or decrease these quantities without the written consent of Ruwwad.
The implementation should be exclusively under the directives of the supervising team of Ruwwad.
All the bidders must do a site visit that will be organized by Ruwwad team before submitting their offers.
Selection criteria for administrative compliance:
This part concerns the information required, each Bidding parties can also include any other document they wish, to assist us in judging their suitability according to the below criteria:
- Company Profile.
- List of machinery and technical specification of materials to be used in rehabilitation works.
- At least Three years of experience in the same domain (company name, contact name and phone number). Two references (with Recommendation Letters), should be longstanding customers of at least one year (company name, contact name and telephone number).
- Size of customer database - along with a list of your main customers including any Non-Governmental Organizations (NGOs) and U.N. agencies
- Copies of Institution registration certificate and VAT registration certificate (if available) apply for companies only not individuals.
Pricing / Required Details
The prices must be presented according to the following titles:
- All tenderers must be qualified technically and financially to be able to submit their offers.
- The unit prices and rates must be presented in US dollars for each of the offer items.
Coordination and Supervision
The activity will be supervised by Ruwwad team. Ruwwad may assign additional staff or an external consultant during the implementation of activity.

Site Survey:
Suppliers who intend to apply to the site visit should send email to Omar.Shammo@ruwwadaltanmeya.org
A mandatory meeting will be held at the Ruwwad community center, the tentative date will be on July 28, 2021, to present the project requirements and allow for a Q&A for interested bidders. A mandatory site visit on the same day will be facilitated by the Ruwwad technical team. Failure to attend the meeting and site visit will be considered as disqualified and result in rendering the absent bidder as ‘non- eligible’.
Timeframe and Payment
Payment in Fresh USD after completing the rehabilitation of the center and submitting the financial documents. The proposal should, accordingly, be in USD.
