Field Coordinator-Kobayat (National Contract)

Duty station: Qobayat, Lebanon; daily visits within field area

Reporting to: Project Manager

Managing: Community Engagement Workers (5)

Contract dates: August 2021 to June 2022

WORKING CONTEXT

WeWorld-GVC has been working in Lebanon since 2006 and is now supporting vulnerable populations through emergency WASH, shelter, basic assistance interventions as well as Water Governance and Local Economic Development programs aiming at increasing the resilience of the concerned communities, in the Bekaa Valley and Akkar. Within the framework of an OCHA-funded Food Security project targeting host communities of Jabal Akroum, Joubeh and Wadi Khaled, WeWorld-GVC seeks to recruit a Field Coordinator to lead the field team and implementation of the program

KEY RESPONSIBILITIES

Project Execution (50%)

  • Ensure the supervision and quality execution of the all the project activities, ensuring their compliance with agreed objectives and established SOPs and guidelines, and provide feedback to Advisors and Specialists to improve tools and processes;
  • Prepare detailed workplans in-line with the program’s overall workplan;
  • Coordinate with the Logistic Department for the organization of project activities in line with the workplans, timely reporting administrative/logistic challenges to the Project Manager;
  • Conduct regular field visits to follow up and provide support as needed;
  • Ensure that data and documentation of all activities are properly archived;
  • Supervise the collection of quantitative and qualitative data and their submission to relevant platforms;
  • Ensure timely response to referrals;
  • Ensure timely regular reports by project staff (weekly and daily), providing feedback for improvement and submitting synthesize periodic standardized reports to the Project Manager;
  • Support regular monitoring and evaluation exercises conducted by the Monitoring, Evaluation, Accountability and Learning (MEAL) department.

Team Management (35%)

  • Coordinate with PM to ensure staffing in the field is appropriate to the program needs (participating in recruitment processes, monitoring absences and approving staff leave);
  • In coordination with PM and HR department, ensure proper induction of new staff, and, in general, mastering of Humanitarian principles and Guidelines by all team members;
  • Provide support and advice to field staff, ensuring clarity over project plans and priorities and establishing and maintaining a collaborative and high performing team and a good working environment, including preventing and managing interpersonal conflicts across the team;
  • Ensure that staff have clearly defined objectives, understand their responsibilities, and receive meaningful feedback on their performance;
  • In coordination with the Project Manager and HR department, identify capacity building needs and develop training plans for project’ staff;

Communication, coordination and representation (15%)

  • Lead internal and external coordination meetings for the purpose of the project;
  • Represent We World GVC at relevant public, coordination, and representation meetings involving local stakeholders;
  • Maintain active coordination with relevant actors’ field teams and ensure deconfliction;
  • Prepare visits for donor, HQ, and partner representatives.

Other tasks: Any other tasks assigned by the Project Manager and relevant to the position and competences of the incumbent.

REQUIREMENTS

Work Experience

  • Minimum 4-year experience with international NGOs or equivalent in humanitarian assistance programs;
  • Proven experience with standard logistic, HR procedures and team management;
  • Previous experience in Akkar, or rural areas in Lebanon.

Skills and Abilities

  • Strong interpersonal, staff management and leadership skills;
  • Good communication skills, in written and spoken, adapted to different levels;
  • Proven organizational skills and ability to effectively manage multiple tasks and perform under stress conditions;
  • Flexibility and capacity to adjust to changes and new requirements;
  • Capacity to work autonomously and in problem prevention/resolution;
  • Experience in conflict resolution and negotiation/mediation;
  • Integrity in line with the NGO values and ethical standards;
  • Cultural, gender, religion, and age sensitivity and adaptability.

Languages: Arabic (Native speaker) and English (Professional use, written and spoken)

Computer Skills: Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
