The Near East Foundation (NEF) is seeking candidates for Field Officer to be based with partner organizations in Saida and in Beirut. NEF is a non-profit international development organization that has supported livelihoods recovery and community-based economic development in the Middle East, Africa, and Caucasus since 1915. NEF draws on local teams, experience, and partnerships in these regions to create community-led solutions to reduce poverty, create economic opportunity, and empower conflict and crisis-affected groups to improve their future outlook and wellbeing. Working through a network of country offices and local partners, NEF has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. HQ offices are based between Syracuse, NY, Washington, DC, London, UK, and Brussels, Be. Our programs are organized around three pillars: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.
Position Description
The Field Officer is a member of the Near East Foundation team in Lebanon. The purpose of the Field Officer (FO) position is to support the implementation of a livelihoods project targeting vulnerable communities. The Field Officer will perform her/his duties and responsibilities in accordance with project proposal, administrative and financial policies and regulations of the Near East Foundation. In consultation with the NEF team in Beirut and in collaboration with the local partner organization, she/he will develop action plans and monitor project implementation at the field level. She/He establishes and maintains effective working relationships with local partner organizations & other stakeholders in the field.
The project aims to reduce household economic vulnerability and reliance on harmful coping strategies of vulnerable families by increasing access to income-generating skills and providing livelihood opportunities.
Responsibilities:
- Supervise, monitor and evaluate activities of the program and the fieldwork;
- Support quality implementation of the activities through regular field visits and follow up meetings with the team;
- In coordination with country office, contribute to establishing and implementing the operational work plans by mapping monthly & weekly activities, assigning tasks to staff and setting clear targets and deadlines accordingly to drafted work plan;
- Provide guidance/support and capacity building to the field teams;
- Provide information and advice for the team, beneficiaries, and walk-ins on existing services;
- Collaborate with partners and other relevant stakeholders (Municipalities, agencies...) upon need;
- Plan, coordinate and facilitate in the distribution/disbursement of materials/cards when needed;
- Maintain records, report problems or concerns to country office and partners with relevant suggestions/solutions;
- Coordinate with local partners on the ongoing field assessments ensuring proper data collection and entry;
- Ensure that data is accurately collected, entered, and shared on a daily, weekly, and monthly basis;
- Participate in committee meetings on a regular basis providing relevant inputs on presented Business plans;
- Any other duties relating to the nature of the job as requested by the supervisor.
Basic Qualifications:
- University degree in social work, education, or any related field
- 3 years’ experience in a similar role with an INGO
- Strong capacity in reporting
- Strong understanding of the project management cycle
- Intermediate knowledge of Microsoft Office
- Demonstrated ability to work in a team;
- Fluency in Arabic and English, both written and verbal.
