Job Purpose:
To support the WFP Lebanon Country Office in strengthen gender equality and disability inclusion efforts, based on all relevant WFP policies and guidelines across the Lebanon Country Office activities. And to develop and lead initiatives independently, with a sound capacity to interact and coordinate internally and externally with relevant colleagues.
Accountabilities:
Within delegated authority and under the direct supervision of the Programme Policy Officer (Accountability to Affected Populations, Gender and Protection), the incumbent will be responsible for the following duties:
- Support efforts to integrate gender and disability inclusion into WFP Lebanon’s programmes and strengthen WFP Lebanon’s strategic gender approach. All efforts should be closely coordinated with senior management, all WFP Lebanon units and field offices, ensuring coordination and technical consultation with the Regional and HQ Gender teams when needed.
- Ensure robust mainstreaming of gender equality and disability inclusion into WFP programming and operations by implementing systematic gender analysis and designing appropriate programmatic responses;
- Launch WFP Lebanon’s involvement in the Head Quarters Gender Transformative Programme initiative, entailing a gender technical and capacity assessment and capacity -strengthening across WFP Lebanon’s programmes;
- Facilitate the office commitments and efforts towards disability inclusion, including the implementation of the WFP disability inclusion roadmap (2020 – 2021);
- Lead the development and implementation of the corporate Gender Action Plan, and regular reporting against activities implemented;
- Conduct research and analyses, including desk reviews, as well as compile good gender equality / transformative practices in humanitarian and development contexts;
- Lead on the implementation of the Gender and Age Marker across all programme areas, including the provision of guidance and training, as well as support in using the online platform;
- Support implementation of related Regional and Global gender action plans, strategies and policies in the Country Office;
- Provide policy and programme advice on specific gender and disability inclusion that impact on WFP operations;
- Work with senior management in the Country and Field-Offices to ensure strong institutional commitment to leadership for gender equality and women’s empowerment (GEWE) across programming and operations;
- Ensure systematic collection, analysis and use of quantitative and qualitative sex- and age- disaggregated data;
- Develop staff capacities to integrate GEWE and disability inclusion into their work.
- Strengthen WFP partner’s gender awareness, gender analysis capacities and ability to mainstream gender in programming and operations;
- Coordinate the work and strengthen the capacities of the Country Office Gender Results Network members;
- Establish and strengthen strategic partnerships for GEWE and engage in technical fora;
- Support with mobilizing resources to facilitate implementation of the Country Office Gender Action Plan and related GEWE initiatives;
- Work together with VAM and M&E teams to ensure that gender is mainstreamed in all assessment and monitoring tools to capture relevant information;
- Ensure effective gender analysis and development of gender indicators in donor proposals, and provision of donor report inputs;
- Perform other related duties as required.
Desired experiences for entry into this role:
- Designing and delivering gender mainstreaming and gender equality and women’s empowerment training in humanitarian settings.
- Experience in undertaking gender analysis, gender assessments and familiarity with gender and age marker monitoring humanitarian programmes.
- Working in complex political and humanitarian contexts.
- Experience analyzing data and information about context and affected populations in order to make recommendations for improved programming.
- Developing and implementing relevant information, consultation and complaints and feedback mechanisms.
- Working with and understanding of the international humanitarian and development systems, including the UN system.
- Communicating and reporting in English.
Minimum Qualifications:
Education: Advanced University degree in in International Relations, Gender Studies, Social Sciences, Development Economics, Human Rights, Law or other related fields or First University degree with additional years of relevant work experience and/or trainings/courses.
Experience: At least Five (5) years of experience in the field of Gender within a humanitarian context.
Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is a plus.
