Migrant Protection and PSS Senior OfficerConcern has been running a ‘Migrant Protection Programme’ since the Beirut Blast, which combines addressing immediate and basic needs with long term efforts to address the underlying and structural causes of migrant vulnerability, and works with and through migrant-led initiatives in a migrant-community based, bottom-up approach.
A key component of the migrant protection programme is the continuation of a Transitional Shelter for homeless migrants in collaboration with Al Makan – keeping homeless and destitute migrants sheltered in safe conditions while they are waiting for repatriation.
While in the shelter, residents are assisted with administering their application for repatriation through relevant embassies/consulates and organisations that cover flights and PCR tests. Residents also receive MPCA, PSS and protection, demand-driven vocational training, and refers all additional needs to relevant service providers.
This post relies heavily on the principles of solidarity, anti-racism and gender transformation.
This job is based in Beirut.
This post is managed by, and reports directly to the Beirut Programme Coordinator
Roles and responsibilities for this post:
Management
- Ensure project outputs and outcomes are achieved in a timely and efficient manner
- Ensure project budget is spent in a timely and efficient manner
- Manage 2 volunteers who assist in all aspects of the running of the shelter
Shelter management, protection, PSS and vocational skills training
- Assess inwards referrals for eligibility for the shelter, and ensure new residents are welcomed
- Provide PSS to all residents
- Provide MPCA to all residents on a bi-weekly basis
- Ensure internal relationships within the shelter are positive and intervene in case of any issue
- Ensure all needs, especially regarding protection, repatriation, legal support etc are referred to the appropriate service provider, following up each case to ensure that services are delivered in a high quality and timely fashion
- Identify training needs and organise short training courses to residents in order to prepare them for once they are back in their home country
Interactions with Concern’s country office
- Ensure that all paperwork, administration, finance, logistics and human resource management is conducted to the highest possible standards of excellence
- Ensure close working relations with various people in the country office (eg Finance, HR, logistics, comms, PMs etc) so that appropriate guidance is provided, and to get as much assistance from the country office as necessary for the timely delivery of the project
Partnership
- Ensure respectful interaction with Al Makan
MEAL
- With the Beirut MEAL officer, develop indicators for the project
- Guide and assist in the timely delivery of monitoring processes and outputs (to be done by the Beirut MEAL officer), including the generation of monthly summaries of all indicators and processes, to be done prior to monthly team meetings
- Assist the MEAL officer to collect communications products from the project participants, while respecting the solidarity principles in the process
- Ensure a complaints response mechanism is implemented and integrated into every component of the project; both through the Outreach Officers and a hotline, with close interaction with the Accountability and Partnerships Officer (Tripoli), and that complaints are addressed in a timely fashion
Reporting
- Submit a monthly project situation report to the Beirut MEAL officer in time for it to be compiled into the Concern monthly SitRep
Qualifications for this post:
Necessary:
- At least 5 years professional experience in humanitarian protection and PSS
- Proven experience in facilitation
- Fundamental agreement and ethical buy-in to the principles of solidarity, anti-racism, feminism, equality and impartiality, with an acceptance that any discriminatory behaviour of any kind based on nationality, legal status or gender is the grounds for immediate dismissal
- Deep understanding of migrant worker issues in Lebanon, and the Lebanese system/culture
- Fluency in English, both written and spoken
Preferred:
- Prior experience working with migrant workers in Lebanon
- Prior experience working with INGOs
- Arabic language skills would be considered an asset
