M&E Officer - Akkar - National Candidates Only

The IRC is currently working in over 25 countries addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

Background: The Education in Emergencies

IRC support students’ readiness and access to formal education through community based Basic Literacy and Numeracy & Retention schools in Akkar. This Project seeks to support Syrian refugee children in Lebanon to achieve the cognitive and social-emotional skills necessary for future academic success and well-being, according to their developmental potential.

Job Overview/Summary: The Monitoring and Evaluation officer is responsible for managing operations of the education projects thought the M&E system to support program management and accountability functions on the field level. You will add toward the relevance, effectiveness and efficiency of IRC programming.

Major Responsibilities:

  • Accurately collects, records, compiles, cleans data and reports progress towards project objectives.
  • Assists the team in providing timely internal and external reports.
  • Makes sure that deliverables are as per action plans and according to high quality standards.
  • Supports in identifying and synthesizing good practices and lessons learned.
  • Assures daily debriefs are occurring with the education team with the appropriate Akkar and Beirut management.
  • Provides beneficiary/distribution lists to field teams based on criteria already set with the Education Manager, MEAL Manager, and Technical Teams according to donor requirements.
  • Data Entry for information collected by Field Officers and Community Mobilizers and its filing into Education database internally and externally (including UNHCR, Activity Info, RAIS)
  • Data entry into Activity Info, UNHCR online EMMA and RAIS from the students, teachers and parent’s databases
  • Handles ODK/ONA tablet-based data collection system and monthly field-based reporting of program activities (RAIS and Activity Info).
  • Facilitates ICT updates to data collection tools and oversight/quality control on Data Entry via Tablets or Excel.
  • Build the capacity strengthening of IRC’s education partners in coordination with the M&E Manager
  • Oversee the data management of IRC education partners and report back on a weekly basis on the updates
  • Support the partners in the development and review of the M&E tools
  • Support/build the capacity of the partners in conducting qualitative and quantitative analysis
  • Coordinate with partners on providing monthly progress against targets along with needed justification
  • Ensure that the partners provide means of verification when reporting for review
  • Conduct field data verification visits to the partners locations of work
  • Produce monitoring reports with focus on qualitative aspects in the field.

Key Working Relationships:

  • Position Reports to: Education MEAL Manager
  • Position directly supervises no one
  • Indirect Reporting: Education Akkar Manager

Other Internal and/or external contacts:

  • Internal: You will closely work with Education Senior officers – to communicate what information is already being collected.
  • External: Data entry/surveyors (upon need)

Job Requirements:

  • Bachelor of Arts or Science in Economics, Statistics, or related field
  • Certification or specific training in Statistics and/or Data Management highly preferred
  • At least 2 years of relevant working experience in the area of M&E, research and data collection
  • Demonstrated experience and capacity in conducting field-level data collection and data entry using electronic tools
  • Demonstrated experience and knowledge in data analysis
  • Previous experience in drafting reports
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Good interpersonal and analytical skills, creativity and flexibility, ability to coordinate and build consensus.
  • Personal qualities: works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English and Arabic required.

Preferred:

  • Certification or specific training in Statistics, Information Management and/or Data Management
  • INGO experience

Working Environment: The position is based in Akkar, Lebanon, which has a high quality of life including medical care, movement and amenities. The position is expected to travel to Beirut.
