1. Background and Purpose
Introduction
Following the signing of Memorandum of Understanding between the ILO and Syria, the ILO has been providing support to Syria, mainly in the areas of elimination of the worst forms of child labour, labour inspection and occupational safety and health and skills development. The support has been provided through ILO’s own regular budget for supplementary account and development cooperation project funded by Syria.
The UN Country Team in Syria is currently drafting the UN Strategic Framework (UNSF) for 2021-24, in support of the Government’s Strategic Plan “Syria 2030.” The UNSF covers 4 programme pillars, including:
- Availability and access to basic and social services
- Sustainable socio-economic recovery
- Enabling environment for a resilient return
- People resilience and institutional responsiveness
In order to continue ILO’s support within the new UNSF, the ILO is planning to mobilize resources to support its technical assistance in the country. In this regard, the ILO is seeking to hire a consultant to support with its resource mobilization efforts in the country. The consultant will support with identification of policy areas under the UNSF where potential donors are interested in providing support, including those that should be mobilized jointly with other UN agencies. In addition, the consultant will also consolidate information package of ILO’s programme in Syria to increase its visibility, highlighting good practices and lessons learnt of its interventions in the country.
S/He will work under the direct guidance and supervision of the UN Coherence and Partnerships Officer at the Regional Programme Unit (RPU) and overall guidance of the Chief of RPU. The consultant will also liaise with the Regional Communication Officer regarding the work related to visibility of ILO’s programme.
2. Specific Tasks
- Prepare a mapping of donor priority areas in Syria, their priorities, the funding they have disbursed bilaterally and to UN agencies in the past 3 years, the funding trends and current calls for proposals, and their representation at country and capital levels.
- Prepare a mapping of UN agency interventions in Syria with identification of donor sources.
- Prepare three concept notes for donor funding; this includes preparing background information, drafting the strategic outcomes, outputs and approaches, consolidating inputs.
- Based on mappings, prepare information and visibility materials, including factsheets and other communication materials, targeted at the different donors identified, including information for ILO website. In particular, the compilation of the materials focuses on those produced under the RBSA and UNICEF funded programmes.
3. Specific deliverables/outputs
- Mapping of donors and UN agencies;
- Three concept notes consolidated.
- Information and visibility materials of ILO programme in Syria
4. Timeframe
To achieve the above outputs, the consultant will require 25 working days extended over the period from August to 2021.
5. Terms of payment
The consultant will receive a daily fee of US$250; hence a total sum of US$ 6,250.
First payment of US$ 3,000 upon delivery of outputs 3a.
Second payment of US$ 3,250 upon delivery of output 3b

7. Qualifications:
Advanced university degree in International Development, Political Affairs, Economics, or other related field and at least two years experience in working with international organizations, preferably on report and proposal writing. Fluency in English is a prerequisite; and knowledge of Arabic is a plus. Prior experience with the UN or the multilateral system, particularly in the Arab region is also an asset.
