PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps’ program addresses a large array of needs and gaps, ranging from urban and peri-urban scale projects to community level interventions, addressing food, livelihoods and NFI needs. The program will be implemented through local and/or regional partner NGOs and will be managed from Mercy Corps’ office in Beirut, Lebanon.

GENERAL POSITION SUMMARY:

This position has responsibility for supporting Mercy Corps’ monitoring, evaluation and learning activities across all programmatic areas. Working collaboratively with key program and partner stakeholders, s/he will support the Program teams, Senior MEAL Officer, and PAQ manager in tracking and maintaining MEAL activities conducted across partner projects. The MEAL Officer will be responsible for providing essential support in MEAL data management, tool design, reporting, and coordination with partner NGOs.

ESSENTIAL JOB FUNCTIONS:

  • Support the Senior MEAL officer in the development of needed monitoring and evaluation tools on data collection platforms
  • Take the role of CARM focal point with partner NGOs to ensure timely and accurate submission of feedback received, and prepare monthly CARM reports
  • Communicate to partners data collection work plans, specifying time frame, needed samples, and other relevant information for assessments, monitoring, or evaluation purposes
  • Conduct periodic follow-up on data collection with partners regarding ongoing MEAL activities, and report any discrepancies to Senior MEAL officer and PAQ Manager
  • Conduct data cleaning, analysis, and visualization as needed
  • Prepare assessment, monitoring, and evaluation reports and share with Senior MEAL officer for review
  • Assist in maintaining digital filing systems for MEAL tools, reports, and documentation
  • Represent the MEAL unit in coordination meetings with programs, partners, and other stakeholders as assigned by supervisor
  • Provide timely updates on MEAL activities of all assigned sub-grants to PAQ Manager as requested for donor reporting, coordination meetings, and other
  • Maintain an updated tracker of assigned sub-grants concerning data collection, reporting, assessments, and other sub-grant information

Support PAQ Manager in preparing for After Action Review sessions, and draft needed reports

KNOWLEDGE AND EXPERIENCE:

  • Bachelor degree in information management, statistics, market research, or any other relevant field
  • 1-3 years of experience working for an NGO/INGO within the MEAL unit
  • Fluency in spoken and written Arabic and English languages
  • Previous experience on the Syrian conflict context and remote implementation are favorable
  • Demonstrated experience in tools development using XLS coding (ODK), and data collection platform management (KOBO and ONA)
  • Demonstrated experience with the use of Microsoft office applications (Advanced in excel, moderate in word and powerpoint), as well as google docs
  • Knowledge in database development and management
  • Knowledge in qualitative and quantitative data collection, cleaning, analysis, visualization, and reporting

SUCCESS FACTORS:

The successful candidate will have proven experience working effectively and respectfully with stakeholders (such as partner NGOs, participants, authorities, etc..), and will have effective verbal and written communication as well as organizational, and prioritization skills. S/he will have demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members. Sensitivity to multicultural humanitarian and development work and ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles are all critical, as is a commitment to working with community members to make concrete improvements to their livelihoods and living conditions. An ability to creatively solve problems, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations are also essential.
