CONTEXT

IECD (Institut Européen de Coopération et de Développement) is an international solidarity organization created in 1988. Its mission is to implement socio-economic development projects in partnership with local institutions. IECD has been implementing projects in the Middle East since 1994, and it opened a regional delegation in Beirut in 2007.

The Lebanese association Semeurs d'Avenir was founded in 2010 with the help and support of IECD. Semeurs d'Avenir is the privileged partner of IECD in Lebanon.

Today, IECD and Semeurs d'Avenir, with their local partners, are implementing several technical training and professional integration projects for young people, support to small businesses, and access to education. A team of more than 70 people supported by consultants, contractors, and volunteers implements around fifteen projects in Lebanon.

In a context of a strong growth in its activities, Semeurs d'Avenir is looking for an IT Manager. It is a job creation.

MISSION

The IT Manager will be in charge of the following missions:

1. Audit of the IT structure of IECD and SDA in Lebanon
   1. Conduct an evaluation of the IT infrastructure of IECD and SDA in its offices in Beirut, Zahle, Saida and Tripoli, as well as in the centers directly managed by the Institute: Jannah, Sabtieh…
   2. Propose incremental and structural improvements to this IT organization
   3. Evaluation of computer equipment used (computers, printers, etc.) and search for optimization of these equipment
   4. Evaluation of the tools and platforms used
   5. In case some IECD offices move to a new location, or in case of the opening of any new IECD premises, be an active member of the team that will work on the technical specifications of that relocation

2. Internet Connection and Wifi Installation
   1. Conduct an in-depth study of the current situation in terms of IECD-SDA teams' access to the Internet, in Beirut, in the regional offices and in the centers attached to IECD-SDA
   2. Propose solutions to improve existing infrastructures, both temporary in existing premises, but also draw up the technical specification for Internet & WiFi in case of relocation to other premises

3. Platforms’ implementation:
   1. Setting up of an information sharing system containing comments and feedback on different experiences, ideas for improvement or projects.
   2. Implementation of a platform for the management of vehicle use and maintenance.
   3. Setting up an emergency system to facilitate the transmission of information

4. Team support:
   1. Support in updating the SDA website
   2. Support in the use of social networks
   3. Technical and IT support for all teams as required
   4. Support with Dropbox, migrate files to SharePoint and ensure proper SharePoint access for different employees
   5. Study the technical feasibility of implementing the ”Lucca” human resources software

5. Ownership and Responsibility:
   1. Cybersecurity protection
   2. Support and consultancy in the purchase and renewal of team IT equipment
   3. The IT manager will be responsible for supporting all our teams in Tripoli, Saida, Bekaa and Beirut. Support and advise them in their projects requiring the use, or even the creation (App), of computer tools
   4. If necessary, provide advice to the IT Development BT team.

PROFILE

Education:

- Higher education in computer science, information technology or information systems

Experience:

- Professional experience required 5 years or more in web and IT development

- Demonstrated ability to implement IT systems and platforms

Technical skills:

- Elimination of potential computer viruses

- Experience with databases, database storage systems

-Experience in app creation

Personal skills:

- Taking initiatives and working independently

- Rigorous, organized, and responsive, good adaptability

- Able to work in a team, good communication skills

- Maturity and ability to evolve in a complex and changing environment

- Agility and ability to perform a wide variety of tasks

- Adherence to the values of IECD (a look at the person, the spirit of service, a professional commitment)

- Interest in the field of international solidarity and development and cooperation activities

POSITION CONDITIONS

Status: Local contract with health insurance

Position dates: September 2021 for one year with possibility of renewal

Location: Beirut, Lebanon

Reporting to: Functional to HR & Admin Manager; Hierarchical to Director of Operations both based in Beirut

Close cooperation with the support and operational teams in Lebanon, and the IT teams based in Paris

Remuneration conditions : 1,500 - 2,000 USD
