Shelter and Water Sanitation and Hygiene Program Manager - Zahle

ROLE PURPOSE:

The Shelter and Water Sanitation and Hygiene (WASH) Program Manager will oversee the strategic direction of the Shelter and WASH program in Bekaa Area Office, undertaking needs assessments, monitoring progress and evaluations, adapting existing programing to changing needs and undertaking program development (design and proposal development).

The post holder is required to provide leadership to the Shelter and WASH program. The post will be primarily office based, but will be expected to regularly join the field teams during assessments and implementation. S/he will coordinate the day-to-day activities of the projects implemented in the Bekaa Area Office ensuring that they are implemented effectively and efficiently according to the donor and Save the Children Lebanon guidelines and procedures for project governance applicable for the particular projects. The Program Manager will be expected to present Save the Children and the Shelter & WASH program at a regional and national level.

 

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight).

 

SCOPE OF ROLE:

  • Reports to: Area Manager
  • Staff directly reporting to: Shielding Coordinator
  • Budget Responsibilities: exceeds USD 1,000,000
  • Role Dimensions: Accountable for Budget Management including forecasting and expenditure, proposal and reports writing, local partner management, multi-programs implementation management, decision making, internal and external representation, team management and capacity building

 

KEY AREAS OF ACCOUNTABILITY:

Programme Design/Development

  • Responsible for the implementation of Save the Children’s Shelter & WASH interventions (including Rehabilitation, minor repairs, Site improvement, Cash for rent, Fire Prevention, WASH infrastructure, Weatherproofing), ensuring that the highest technical standards are respected.
  • With the support of the area manager, finalize implementation plans for each Shelter & WASH project, and oversee weekly and monthly work plans in line with the implementation plan.
  • Liaise regularly with communities/municipalities and ensure community participation especially children, youth and women in all steps of project cycle, and grant acceptance of Save the Children’s Shelter & WASH programing.
  • Participate in training of Shelter & WASH staff (coordinator, officers and assistants) to ensure they have solid understanding of key program documents and tools, including MEAL tools.
  • Oversee Shelter & WASH budgets, financial reporting and forecasting of direct SCI project and partners led projects.
  • With the support of the Area Manager, develop internal and partner’s capacity in implementing vocational training, life skills, market linkages and entrepreneurship program.
  • Produce timely reports for internal use on the status of on-going programing; and contribute to donor reporting.
  • Lead local market assessments to determine supply of essential goods for cash programing, or appropriate interventions for skills development/income-generation.
  • Work with colleagues from other sectors to ensure regular coordination at strategic and programmatic level; and ensure multi-sectorial programing.
  • Identify programme gaps and ensure appropriate action is taken with the support of other team members (and communities).
  • Develop and operationalize monitoring and evaluation mechanisms for Save the Children Shelter & WASH projects with the support of the Area Manager.
  • Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives; and that lessons learnt are shared and capitalized on.
  • Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis.
  • Analyse and evaluate monitoring data to understand impact of project and identify lessons learned for future programing.
  • Lead the implementation of Shelter & WASH program through local partners including identification, assessment, capacity building, monitoring and closure of partnerships with the support of the area manager.

Team Management and Capacity Building

  • Lead, manage and motivate Shelter & WASH team, ensuring that they have clear objectives and receive meaningful feedback on their performances.
  • Supervise and support the Shelter & WASH team in the design, management, implementation and monitoring of the team activities, in collaboration with the Area Manager.
  • Provide staff with guidance and updates on policy, standards and guidelines related to the Shelter & WASH sector.
  • Work in collaboration with Technical Advisors to identify capacity-building requirements for the Shelter & WASH team members and develop capacity-building plans accordingly.

Partnerships Management

  • Ensure capacity building of local partners implementing Shelter & WASH interventions.
  • Responsible for partnership management to ensure program delivery.
  • Support in the completion of partner assessments and work closely with partners on development of proposals and budgets for their sub-award agreements.
  • Provide continuous program management and facilitate technical support to partners to ensure timely quality programing.
  • Work with Human Resources, Finance and Supply Chain departments to ensure partners are receiving adequate support from support sections.

External Relationships/Representation

  • Represent Save the Children’s Shelter & WASH work in Lebanon externally.
  • Represent Save the Children in Shelter & WASH technical area to government and other agencies.
  • Represent Save the Children in Shelter & WASH sector working group meetings and other sector coordination forums in Lebanon.
  • Contribute to development of advocacy messages and materials in conjunction with the Policy, Advocacy and Communications department at Save the Children.

 

QUALIFICATIONS:

  • Bachelor’s degree in Civil Engineering, Architecture, Construction, Urban Planning or other related fields.
  • Written and spoken fluency in English and Arabic.

EXPERIENCE AND SKILLS:

  • 7 years of experience in humanitarian Shelter and WASH programing; experience in Humanitarian Shelter, Disaster Risk Reduction.
  • Minimum 3 years of managerial experience (experience in managing a team in a humanitarian context is a plus)
  • Strength in interpersonal, communication and presentation skills.
  • Excellent time management skills.
  • Previous experience of liaising with the UN, national and donor governments and NGOs as advantage.
  • Economic recovery programing in humanitarian response.
  • Strong experience in data collection and analysis, experience in Cash & Voucher is a plus.
  • Strong experience in field work and community mobilization; and in training groups of beneficiaries.
  • Proficient in Microsoft Word and Excel.
