Civil Engineer

1.1 – PUI PROGRAMMING:
Since 2012, PUI has developed an integrated response to populations affected by the Syrian crisis. The PUI mission is
currently leading activities in Beirut and Mount Lebanon, Saida, Akkar and T5 governorates.
In 2020, in line with the LCRP, PUI focuses on increasing self-sufficiency among vulnerable populations (both host and
refugee), through safe, stable and sustainable livelihood and food security opportunities. PUI project designs and
interventions include:
● Identifying employment and self-employment opportunities for vulnerable target groups
● Provision of short-term employment opportunities through labour intensive construction and rehabilitation of
public infrastructure and community assets
● Support in launching and developing income generating activities based on market assessment findings, along with
the provision of technical support and material assistance;
● Supporting the targeted populations on self-reliance and self – improvement through capacity building activities.
1.2 - PUI PROGRAMMING IN LEBANON:
PUI has been implementing activities in Lebanon since 1996, first supporting Palestinian refugees with targeted livelihood
activities (professional toolkits, trainings, support to small business development) living in the Southern Palestinian camps of
Saida.
Since 2016, PUI has provided Emergency Cash Assistance to target vulnerable populations in the Saida, Jezzine and Nabatieh
districts, and throughout Akkar governorate. Results of these interventions showed that the existing needs are high, and
stressed the importance of improving resilience capacities of displaced Syrians and vulnerable Lebanese given their high
vulnerability to shocks.
More recently, PUI has developed an integrated assistance focused on the Syrian refugee population, vulnerable Lebanese,
Palestinian refugees from Lebanon (PRL) and Syria (PRS). Interventions include Wash, Shelter, Infrastructure, Health,
Livelihoods and Protection activities.
In 2019, PUI implemented two projects funded by BPRM and the WFP to support access to employment and income
generation for vulnerable Lebanese and Syrian nationals. In the frame of these projects, PUI provides Market-Based Skill
Trainings, Work Based learning opportunities and Job Counselling services.

In 2020 PUI, through CIAA funding, has followed FSS and LH sector recommendation distributing vouchers as cash assistance
modality for farmers and gardeners, deciding in this way to support their capability to have access to decent livelihood
conditions and minimum food consumption. Additionally, PUI has promoted a more long-term approach investing in
developing training curricula for farmers and gardeners with the technical support of LARI (Lebanese Agricultural Research
Institute).
1.3 CDCS PROJECT SMALL BRIEFING:
Based on the urgent need to support the agriculture and livelihood opportunities for farmers in the current economic
situation in Lebanon, PUI is implementing a new intervention targeting the farmers and communities in Akkar and T5
governorates, funded by CDCS.
The program foresees an integrated approach between different sectors (food security, livelihood, and protection) and
different strategies for the intervention, combining emergency response activities (distribution of vouchers) with more
long-term capacity building activities (training curricula for farmers and gardeners).
Moreover, the program will focus on an innovative approach promoting the rehabilitation of farmers’ greenhouses and small
community agricultural infrastructures through the modality of Cash for work, guaranteeing access to livelihood for farmers,
Syrian Daily workers and members of local communities in need.
Project title: “Strengthening the resilience of vulnerable households in Akkar Governorate through the provision of
sustainable agricultural assets and livelihood opportunities, and supporting the Public Health System in Akkar and North
Lebanon through the delivery of medical equipment, Personal Protective Equipment (PPEs) and Medicines”.
Direct beneficiaries: 285 Lebanese and Syrian HHs; 1,500 individuals. 3 Primary Health Care Centres (Fared PHCC, Najat
PHCC, Khaldieyeh PHCC).
Project Goal: Supported Farmers and Gardeners in Akkar Governorate, Lebanon, benefit from an increased production and
built-up capacities, strengthening their resilience.

2.1 – BACKGROUND AND FOCUS ON THE AREA OF INTERVENTION
In 2020, Lebanon faced multiple crises degrading the socio-economic context, and particularly affecting the agricultural
sector and the livelihood capacities of vulnerable farmers and agro-food workers. Following the economic crisis, overall
imports in Lebanon between January and August 2020 decreased by 41% in comparison to the same period in 2019
(excluding cereals), including a decrease of 22% for the importation of food products. The already tense economic context
was worsened by the COVID-19 epidemic, and the numerous lockdowns imposed by the Lebanese government to prevent
an exponential increase of contamination in the country. In August the 4th 2020, the double explosion of Beirut’s port
deepened the already existing crisis, and reduced Lebanon’s economic capacities.
Following these events, Lebanon currently faces the worst economic crisis of its history, illustrated by the devaluation of the
Lebanese Pound (LBP) and the prices’ inflation. Over the past 12 months, the food price inflation rate reached 360%, while
the consumer price index increased by 240%.
To cope with this unprecedented crisis, farmers across Lebanon are increasingly resorting to debt, and are moving to a low
input system leading to a decreased production size. PUI field assessments also demonstrated a lack of knowledge regarding
Good Agricultural Practices (GAP), Integrated Pest Management (IPM) and fertilization techniques, among the farmers in its
areas of intervention.
This lack of technical skills, in addition to the importation of most of the inputs used, further increases the costs of
production, and thus reduces the farmers’ income generation capabilities.
In Akkar particularly, where 60% of the population is relying directly or indirectly on the agricultural sector for income
generation, support to farmers and producers enabling them to cope with the multiple crises and to avoid resorting to
negative coping mechanisms is of paramount importance. According to a Rapid Need Assessment (RNA) conducted jointly
by PUI and ACF in 2020, the costs of agricultural production in Akkar increased by more than 50% since 2019, and the
average price of basic agricultural input increased by up to 400%. This high price of inputs was identified by 65% of the
farmers interviewed as the main obstacle to the sustainability of their activity. To cope with this unprecedented situation,
87% of the farmers interviewed for the purposes of this RNA declared resorting to negative coping strategies including
reducing production volume, relying on debts, reducing the number of workers employed and/or reducing the number of
meals or quantity of food per day.
In this context, and following the logic of intervention already developed and implemented under a grant funded by the
French Embassy in Lebanon, PUI is proposing to increase its support to vulnerable farmers and gardeners in Akkar
Governorate through the provision of in-kind assistance and capacity building.
Finally, with the COVID-19 epidemic, the Primary Health Care Centres’ (PHCCs) need for PPEs and medical equipment
increased to ensure the safety and security of patients and health workers, as well as to prevent the propagation of the virus
to the most vulnerable populations. Following field assessments and discussions with the CDCS, PUI will also provide PPEs,
medical equipment and 2 molecules of chronic medicines to 3 PHCCs in Akkar and North governorate, to respond to the
direct needs of the local population, and support the resilience of the Lebanese Public Health system.
2.3 – SCOPE OF WORK
Under the direct supervision of Project Manager, the civil engineer is responsible for the qualitative, quantitative and timely
field implementation of the Agricultural Infrastructure activity (Water channel rehabilitation) in Akkar governorate. S/he
technically guides and monitors the field work of rehabilitation works and is responsible for a qualitative and regular
reporting on various components of the project; the Engineer is required to partake in the following tasks as per the
project's specific objectives and main results of the intervention:
● Map, identify and assess the water channel for rehabilitation purpose;

● Map, identify and assess waste accumulation points;
● Identify rehabilitation priorities and accordingly provide the suitable design along with technical specifications, detailed
plans and drawing, estimating the quantities, and in developing a tender;
● Supervise livelihood activities related to the channel rehabilitation;
● Follow-up on the installation and function verification of water monitoring equipment;
● Support implementation of field activities;
● Identify other actors in the area conducting similar activities;
● Liaise and work closely in coordination with PUI with the local authorities on the implementation of activities;
● Participate to meetings/workshops organized under this contract with local and/or international stakeholders, or upon
the request of PUI for the scope of this intervention;
● Frame the geographical areas / approach in collaboration with the PUI FSL team;
● Participate with PUI FSL team to the initial info – sessions and training sessions provided to the beneficiaries in the
different communities;
● Support PUI team in developing any visibility and communication materials for the scope of the intervention (brochures,
banners, collection of successful stories, etc).
⮚ Implementation of activities
● Design and implement the activities in direct collaboration with the Field Coordinator, Project Manager, Shelter and
Livelihood specialists;
● Supervise the field implementation team;
● Plan (daily, weekly and monthly) the field activities, supervise any potential contractor(s) and ensure a follow-up on the
different field activities regarding the agreed planning, guideline, and required quality of the works in coordination with
PUI FSL Team;
● Ensure that the request of material, machines, equipment or any other items needed in the field are ordered on time in
coordination with PUI FSL Team;
● Ensure the total respect of the technical design agreed with the donor;
● Ensure that all works have been implemented and rules are properly followed to ensure security on-site;
● Provide technical advice and contribute to the general improvement of activities;
⮚ Technical evaluation of activities
● Define and/or participate in the design of the infrastructure works, advise about the material, machines and tools
needed;
● Continuous presence during the implementation of the works (Daily basis);
● Insure the good use of the machines and equipment used on the site;
● Respect the plans, BOQ, budget and work plan.
⮚ Reporting
● Report on daily bases the progress of the works in monitoring follow up tools (Excel and Autocad);
● Participate to the weekly reporting in English on the progress of activities with Project Manager;
● Report immediately any delay, problem or other relevant information to the Project Manager.

● Participate in donor visits when requested by the PUI FSL Team
➢ Deliverables
PUI will deliver maintenance works for a water channel located in Al Qantara, Akkar. With coordination with the municipality
the civil engineer needs to:
● Draft Shop CAD drawings, BoQ, Scope of work, Work Plan for the execution of works( Works: Retaining walls,
reinforced concrete works, cleaning debris, excavations…)
● Input on the tendering process that needs to be launched for hiring a contractor
● Interim Report containing all measurements, drawings and items needed
● Final Report containing all work done, installation and results achieved
Tentative Calendar:
PUI wishes to contact the civil engineer for 3 months that are separate. The reason behind this approach is that the civil
engineer consultant needs to do separate two separate activities:
First Activity: First Month and a half
- Coordinate with PUI and the municipality to visit the site for 2 - 3 times to understand the context, the project, type
of soil
- Measurement for all needed works and discuss with the municipality the needed implementation and maintenance
procedures
- Draft Shop drawings for the reinforced concrete walls
- Draft a BoQ for the whole project to hire a contractor
- Draft a work plan for the contractor (Implementation)
- Consult the works that can be supported by the municipality
- Discuss the works that can be carried out by the Cash for Workers with PUI and the Municipality
Second Activity: Second Month and half
- Follow up with the contractor regarding the works that needs to be implemented
- Constant visits during the implementations (2 - 3 visits per week)
- Follow up with the contractor
- Compile all photos as evidence of implementation
- Report on progress of the implementation
- In coordination with PUI, draft a handover document for the contractor and municipality

● University Degree, preferably a Master’s Degree in Civil and Environmental Engineering, Irrigation or Water related
fields.
● Minimum of 5 years of professional experience in the field of planning and designing of wet utilities (preferably
water canals).
● Member in the Orders of Engineers & Architects
● Excellent written and oral working knowledge in English and Arabic.

● Ability to combine, synthesize and analyze information
● Good relational skills with people with different education level, and social and cultural background
● Research experience ability to meet tight deadlines
● Proven skills of report writing and communication
● Experience in solid waste management activities.
● Experience in livelihood activities.
● Experience in using WaterCAD, AutoCAD, GIS, modelling software and Microsoft Office.

The selection committee will evaluate the Offers based upon their written technical and cost proposals. Each section will
be evaluated according to the criteria for evaluations in Section V. Offerors are expected to examine the specifications
and all instructions in the RFP. Failure to do so is at the Offeror’s risk. Interested Offerors must provide the following:
1. CAPABILITY AND TECHNICAL EXPERIENCE STATEMENT Demonstrate capabilities and technical experience by providing
the following:
a. Clear CV
b. Cover letter showing previous experience in the subject matter in the target regions
c. Technical proposal in response to the above requirements including an illustrative methodology and a timeline for
the needed work
d. Documentation to verify licensure (MOF registration certificate, etc.) and OEA card registration
2. COST PROPOSAL
Offerors will submit a proposed budget with their proposals in a file via email, labeled “Budget Proposal.” The
proposed budget will have sufficient detail to allow evaluation of elements of costs proposed, transportation /
accommodation will be at the service provider’s expense.
Payment Terms:
‐ All invoices should be stamped and signed.
‐ Non‐Registered consultants will be subject to taxes deduction on payment settlement 7.5% for services as per Lebanese
MOF regulations ( if the consultant is not Lebanese or non resident in Lebanon)
‐ Payments are processed via (a) Internal wire transfer, (b) Cash withdrawal request
‐ Payments will be issued within 15 to 30 days from date of invoice acceptance
-First payment will be paid after completing the first month activity (BoQs, Measurements...() ) and second payment will be
paid based on the final report submission
PUI will evaluate proposals based on a best‐value determination; Offerors should submit their most competitive price
proposal. Proposals will be evaluated using the following criteria:

The evaluation committee will review the technical proposal based upon the technical criteria listed above. The cost
proposals will be reviewed to ensure they are complete and free of computational errors. The committee will also assess the
reasonableness of costs and the cost‐effectiveness of the budget and will determine whether the costs reflect a clear
understanding of project requirements. A contract will be offered to the responsible Service Provider whose proposal
follows the RFP instructions and is judged to be the most advantageous to PUI
