Monitoring Evaluation Accountability Learning and Information Management Officer - Beirut

ROLE PURPOSE:

The Monitoring, Evaluation, Accountability & Learning (MEAL), information Management (IM) Officer will support the MEAL Information Management (IM) Specialist in implementing Save the Children Lebanon’s MEAL framework under NORAD programme and Save the Children’s IM component under other grants. The MEAL Officer will specifically support the NORAD programme staff and partners staff in implementing MEAL systems, paying particular attention to monitoring and evaluating programme quality, results and impact and systematically integrating accountability and learning in programme management cycle as well as supporting in development of IM tools.

CHILD SAFEGUARDING:

Level 3:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Reports to: MEAL IM Specialist

KEY AREAS OF ACCOUNTABILITY:

- Conduct Quality Benchmarks for assigned projects.

- Consolidate of program Indicator Performance Tracking Table, output tracker and other reporting tools and Develop relevant monitoring trackers to ensure smooth and systematic follow up with head of sectors and programme. managers under the NORAD programme.

- Provide feedback regarding the status of MEAL implementation plan per assigned project.

- Support in the process of outcome level analysis for assigned projects.

- In collaboration with MEAL IM Specialist, support review of data collection methodology and revision of existing tools or development of new tools.

- Support the development of data collection and analysis plans by program teams.

- Follow up with the assigned project MEAL activities.

- Support Save the Children staff and partners staff in the data collection; using Save the Children's applications to collect and analyse data.

- Conduct field visits to the partner’s intervention areas to provide training, coaching and technical assistance, and support, as well as to ensure that accountability tools are understood and being implemented effectively.

- Assist in reviewing partners’ databases and data tracking tools for the NORAD programme in order to maintain data quality for collecting reliable and consistent data which meets minimum reporting requirements of donors.

- Train implementing partners on data collection methodology and tools, ensuring good practices in data collection are understood and adhered to.

- Quality control of data collection process through regular spot check visits.

- Support learning events activities.

- Participate in internal evaluations.

- Support implementation external evaluations at field level.

- Perform any other tasks as requested by the MEAL Department.

- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS:

- Bachelor Degree in International Development, Social Sciences, Computer Science or another relevant fields

- Written and spoken fluency in English and Arabic

EXPERIENCE AND SKILLS:

- 3 to 4 years of experience in Monitoring, Evaluation field preferebly with knowledge on needs/impact assessment methods.

- Experience in designing and implementing information management and performance measurement frameworks

- Experience in digital tools development using XLS coding (ODK, KOBO, Survey123…)

- Experience in using SharePoint

- Experience in training and coaching

- Computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results

- Preferred experience in quantitative and qualitative data analysis (preferred using SPSS, STATA…)

- Interpersonal and Organisational skill

- Analytical and Problem Solving skills

- Detail-oriented

- Ability to work under pressure

- Demonstrated understanding of emergency response activities

- Commitment to and understanding of Save the Children’s aims, values and principles
