Introduction:

1. Background

a. The donor: The European Union - EU: The goals of the EU are: promote peace, its values and the well-being of its citizens; offer freedom, security and justice without internal borders; sustainable development based on balanced economic growth and price stability, a highly competitive market economy with full employment and social progress, and environmental protection; combat social exclusion and discrimination; promote scientific and technological progress; enhance economic, social and territorial cohesion and solidarity among EU countries; respect its rich cultural and linguistic diversity; establish an economic and monetary union whose currency is the euro. The EU values are common to the EU countries in a society in which inclusion, tolerance, justice, solidarity, and non-discrimination prevail. These values are an integral part of our European way of life: Human dignity; Freedom; Democracy; Equality; Rule of law; Human rights.

b. Lead implementers:

i. Mennonite Central Committee (MCC) is an Anabaptist organization working globally to demonstrate compassion through relief, development, and peace programming. MCC began programming in Lebanon in 1977 and in Syria, Iraq, and Jordan in the following two decades. MCC has continued programming in these countries in the areas of humanitarian assistance, livelihoods and agricultural programming, peacebuilding, and education programming, all in partnership with local Civil Society Organizations (CSOs). ii. Development for People and Nature Association (DPNA) is a Lebanese grassroots organization established in 2003 working towards building a nonviolent and democratic society where all individuals enjoy their rights and freedoms without discrimination, empowering and mobilizing citizens and communities to meet their needs and organize for change. DPNA’s work centers on socioeconomic development, governance and the environment targeting specifically youth, women, and vulnerable people. About the program:

      1. Title: Promoting religious tolerance and mutual understanding within and between faiths in Lebanon, Syria, Jordan, and Iraq
      2. Context and Background of the Action: Religious intolerance is the norm in Lebanon, Syria, Jordan, and Iraq. This was highlighted in a 2017 study by the Pew Research Centre which reported that the Middle East and North Africa have the highest levels of government restrictions on religion and the highest levels of social hostilities involving religion of any region in the world. This project, administered and implemented by an experienced global peacebuilding INGO (MCC) in partnership with a high-capacity Lebanese NGO (DPNA), aims to address religious intolerance and discrimination in the region by enhancing mutual understanding and respect within and between diverse faiths, sects, or none. The project will meet its goals by training and empowering a network of religiously diverse civil society peacebuilding organizations across Lebanon, Syria, Jordan and Iraq, and empowering them to implement peacebuilding projects with diverse religious leaders, and laypeople prioritizing women and youth. The proposed action will empower experienced and grassroots Civil Society Organizations (CSOs) focused on peacebuilding in Lebanon, Syria, Jordan and Iraq through the provision of strategic advanced peacebuilding training, programme management capacity building, direct mentoring, networking, and sub-grant funds. These sub-grant funds and capacity building will empower 17 selected local CSOs to implement inter- and intra-religious peacebuilding initiatives in Lebanon, Syria, Jordan and Iraq. The sub-grant-funded projects implemented in the four countries will foster mutual understanding and respect, strategic partnerships, and cooperation among religious leaders and laypeople of diverse faiths, sects or none, including Shi’a, Sunni, Alawi, Druze, Yezidi, Catholic Christian, Maronite Christian, Orthodox Christian and Evangelical Christian traditions, among other minority sects), empowering those religious leaders and laypeople, including specifically women and youth, to understand and respect people of other faiths, sects and none, and promote religious tolerance within their communities and spheres of influence. The expected outcomes of the proposed action align strongly with two objectives listed in the guidelines:  1. Prevent and combat discrimination, intolerance and violence on grounds of religion or belief in all its forms. 2. Enhance mutual understanding and respect between individuals of different faiths or none, contributing to inclusive communities and societies accepting diversity and capable of addressing potential conflicts in a peaceful manner. These results will be achieved through equipping and supporting the CSOs to conduct activities promoting interreligious dialogue, relationship building, tolerance, and strategic partnerships among religious leaders and laypeople of various faiths or none, specifically women and youth.

About the Consultancy:

In order to support the peacebuilding CSOs in Lebanon, Syria, Jordan, and Iraq, MCC and DPNA will launch at the end of the project a publication and an electronic publication to:

  1. Introduce the project objectives,
  2. Introduce the donor, lead implementers (including their teams), participant CSOs,
  3. Emphasize the participant’s success stories,
  4. Emphasize the lessons learned.

The publication will target:

  1. CSOs leaders and members who receive peacebuilding and programmatic capacity building training, networking, and mentoring,
  2. Religious leaders who build relationships and connections for peace across faiths, sects, or none,
  3. Laypeople, prioritizing women, and youth, who participate in the sub-grant funded projects,
  4. International and national NGOs and CSOs interested in the field of peace building,
  5. The donor (EU) team members,
  6. The global peacebuilding INGO (MCC) team members,
  7. The high-capacity Lebanese NGO (DPNA) team members.

The electronic publication will target:

  1. All the target groups of the publication,
  2. Any entity or person interested in the peacebuilding filed including but not limited to:
    1. Governments,
    2. Religious institutions and leaders,
    3. International and national NGOs,
    4. Youth interested in volunteering and learning about peace building,
    5. Schools and universities

The requested services (to be provide by one or more supplier/contractor) are:

  1. Developing the electronic publication,
  2. Translating the materials,
  3. Designing the publication (the printed and electronic one),
  4. Printing the publication.

  • A supplier could quote one or more of the 5 requested services under the condition to quote each service separately. Lump sums are not accepted. DPNA and MCC reserve the right to approve the offer for only one or more service from each supplier,
  • Any email received after the deadline are not to be considered,
  • Any email received should have the consultancy name in the title,
  • Any email received with no title or content are not to be considered.
