WASH-CHOLERA CONSULTANCY SERVICE

1. Service required

ARCS is requesting eligible service providers to submit a valid financial  and technical offer for the execution of the deliverables as per Terms of References (Annex 1). The service should start by 17th February 2023, and the end date of the project is set on 30th June 2023.

2. Currency of the offer

Financial offers are to be submitted in US Dollars, indicating VAT costs (if applicable). VAT costs will be paid in LBP as per Lebanese Law.

3. Eligibility and exclusion

ARCS will award the contract based on the eligibility criteria detailed in the eligibility declaration (Annex 2), to be signed by interested service providers. ARCS will not award contracts to any supplier subject to conflicts of interest with ARCS.

4. Mandatory documents for submission

Interested service providers are requested to submit the following mandatory documents:

• Eligibility declaration (Annex 2);
• Offer indicating the following:
  • Activity plan and time frame (as per deliverables listed in the ToR – Annex 1);
  • Fiscal number (if applies, note that 7.5% NRT deduction will be applied whereas the fiscal number is not available);
  • The total cost in US Dollars (VAT/NRT costs will be paid in LBP as per Lebanese Law).
  • Payment terms.
• Relevant portfolio and service provider’s CV (in case of individuals);
• ID of service provider (of individual, or of the Legal representative in case of company)
• VAT Number (if applies). 
• At least two professional references and any other relevant document or certification supporting the profile requested in the ToR (Annex 1).

5. Validity of the offer

30 days (to be specified in the quotation)

6. Selection Criteria

Selection will be based on:

• Service provider’s profile and previous projects (70%)
• Total price (30%)

Offers that do not match the requirements as per ToR will not be considered.
