Responding to the continuing Syrian refugee crisis, the Employment Intensive Infrastructure Project in Lebanon (EIIP) aims to create jobs for vulnerable Lebanese host community members and Syrian refugees through construction and maintenance of locally prioritised infrastructure, where Local Resource-Based Technology (LRBT) and Decent Work strategies are chief strategies. EIIP is working in partnership with the Ministry of Labour, Ministry of Social Affairs and participating Municipalities. Funding is provided by the German government through KfW.
Sustainable asset creation and decent work principles are key differentiators for the EIIP compared to other similar interventions. This will continue to be promoted and strengthened during the course of the project. A focus on decent work and security has helped to secure participation of women and Lebanese workers on the projects.
Against this backdrop, the ILO will engage Social Safeguards Consultants (SSCs) who will have specific tasks assigned to them in relation to the Environmental and Social Safeguards Framework (ESSF) developed by the EIIP.
Scope of WorkThe objective of the consultancy is to facilitate, support and coordinate with the contractor the implementation of environmental and social safeguard measures, adherence to local resource based approaches and community engagement activities of the Employment Intensive Infrastructure Programme (EIIP).
The assignment hence includes daily consulting services onsite to assess Contractor’s adherence to provisions in the ESSF, decent work principles, gender equality and related contract clauses, adherence to application of local resource based approaches and the production of weekly and monthly reports which will be reviewed and approved by the Decent Work and Gender Advisor. The SSC will be assigned to a specific infrastructure project or projects, which shall be agreed before signing the contract. The SSC is expected to communicate on a daily basis with the ILO engineer assigned to the work site and support with technical progress and quality monitoring and measurement of completed works. Work further includes employment data collection, completion of checklists and submission of environmental and social safeguards compliance reports to the Monitoring and Evaluation Officer. The SSC will monitor recruitment process and worker’s payment, which is done through a third party financial service provider based on Contractors’ payroll.
Output
The following key outputs shall be produced by the SSC:

2. Monthly Compliance and Progress Report
- Assessment of contractor’s site management structure and capacity
- Summary of key activities, challenges and corrective measure
- Progress against agreed work plan and any revisions made
- Compilation of employment data based on the contractor’s Muster Roll and Payroll
- ESSF Compliance Report, including adherence to decent work principles and women involvement
- LRBT compliance report, including labour management
- Complaints and use of established complaints mechanism
- Progress photo documentation
The assignment is linked to the infrastructure project to which the consultant is assigned. The specific project and location will be indicated in the contract. The start of the assignment shall coincide with the start of the project, and the outputs delivered in 6 to 10 months, with a contract ceiling of USD 20,000. Payment will be effected on a monthly basis upon delivery of the outputs, i.e. 4 weekly reports @ USD 200 each and a comprehensive monthly report @ USD 700 to the satisfaction of the ILO. Reporting templates will be provided by the ILO. NB weekly reports must be received by ILO by CoB each Friday and Monthly Reports received 1st week of the following calendar month or payment may be withheld. Completeness, timeliness and quality of reports will be assessed before payment is released. A lumpsum of USD 500 per month will be included for daily presence on site to cover all expenses including travel and/or accommodation, communication, etc., i.e. maximum monthly payment of USD 2,000.
CompetencyThe SSC will have an educational background in engineering or related field, and documented technical experience from construction works and community engagement.
Education
A degree or diploma in Civil Engineering or related field, from a tertiary education required.
Experience
- Minimum 2 years work experience including civil works supervision.
- Good knowledge of EIIP local resource based approaches would be considered an advantage.
- Knowledge of Lebanese labour law and ILO Decent Work principles as it pertains to the construction sector (knowledge of EIIP Social Safeguards Framework would be considered an advantage).
- Experience of facilitating and organizing meetings, seminars and on the job training at local level (e.g. for municipal officials, project beneficiaries etc.)
- Ability to use MS Office software programs.
- Previous experience involving the UN or other international organisations would be considered an advantage;
Languages
Excellent command of English and Arabic.

Use of own vehicle etc
Consultant will use his/her own transport to worksites and must have access to computer, internet and communication facilities on daily basis.
Insurance
The ILO accepts no liability in the event of death, injury or illness of the External Collaborator. The External Collaborator attests that he/she is adequately covered by insurance for these risks. In no circumstances shall the External Collaborator be covered by any ILO insurance and it is his/her responsibility to take out, at his/her own expense, any personal insurance policies he/she may consider necessary, including a civil liability insurance policy.
Unsatisfactory or incomplete work
In the event that the work provided for in this contract is unsatisfactory or fails to conform to the conditions set out above, the ILO reserves the right, as appropriate, to interrupt it, to request that it will be corrected or modified, or to refuse to accept it. In such cases partial payments may be made in consideration of the work performed to the satisfaction of the ILO/EIIP CTA and the contract shall be terminated accordingly.
Termination of contract
In case of fraud, manipulation and/ or misconduct the Social Safeguards Consultant will be considered resigned from work upon receiving a written notice. The contract may be terminated by the ILO if the EXCOL fails to perform his/her duties listed in the above ToR to the satisfaction of the ILO. The contract may also be terminated if the SSO committed one or more acts of gross negligence.
In case of early termination of the contract, ILO will only be responsible to compensate for the portion of work completed to the satisfaction of ILO.
