Network and Hydraulic Design Expert

1- Background of the Project

With funds from the German Federal Ministry for Economic Cooperation and Development-BMZ- RET Germany and its partner RET Liban are implementing a water network project in Al Qaa village linking the 180,000 Cubic meters water lake to around 700 houses in the village.

2- Scope of work

In order to increase water availability for domestic purposes, RET Liban is planning to install 10.5 Km of irrigation network to serve around 700 houses providing them with water to irrigate their vegetables and orchards gardens.

In order to accomplish this outcome, RET seeks the Consultancy services of an expert/company in Network and Hydraulic design (The Consultant). The consultant shall design the network and supervise the execution of the works, through testing, till the final hand over.

3- Expected outputs/deliverables

Design Phase

The Consultant shall design the irrigation network and submit related tender documents ready for the bidding process. The tender documents shall include the following:

1. Surveying works, leveling, design Layout drawings, standards and all details of the irrigation network. 
2. Output of the hydraulic calculation using a hydraulic simulation software (WaterCAD or equivalent) and relevant calculations notes.
3. Details of the technical specifications (type and quantity) of the goods / materials and works.
4. Bill of quantities of the goods / materials and works.
5. Cost estimate of the project in US$ for the goods / materials and works (to be kept as highly confidential).

Supervision Phase.

The Consultant shall supervise the execution of the works that will be conducted by the selected contractor/s, through the bidding process, including the following tasks:

1. Review and approval of the material submitted by the selected contractor.
2. Review and approval of the shop drawings submitted by the selected contractor.
3. Review, approve, and follow up on the implementation schedule submitted by the selected contractor.
4. Supervise the execution of the works on the ground.
5. Review the as-built drawings issued by the Consultant and approve them.
6. Issue completion certificates, and manage the hand over to the water authority and municipality.

4- Time Frame

The Consultant shall work in close coordination with the RET Liban, the project committee, and the Municipality of El Qaa village. The consultant is expected to work in complete transparency.

Design phase

The Consultant shall submit in English one deliverable to the Contracting Authority and RET Liban in two (2) hard copies and one digital copy within two (2) weeks from signing the contract.

Supervision phase

The Consultant shall submit weekly progress reports with all relevant information, photographic documentation, and problems or issues encountered during the reporting period including mitigation measures.

These weekly reports should reflect all the implementation details of the project, including all technical remarks, guidance, remarks, warnings or else given to the contractor/s in writing.

At the completion of works, the Consultant shall monitor the testing, handover, and submit a final completion report.

• A University degree in Agriculture / Civil Engineering, Masters in Irrigation or Water Resources is a plus.
• At least 15 years of proven experience in designing water utilities and collective irrigation networks using WaterCAD (or equivalent) comprising at least 5 collective irrigation network projects of similar type and scale (including tender documents).
• Good communication and presentation skills.
• Previous experience with public sector/ NGOs/ municipalities is a plus.
• Fluency in English and Arabic.
