CARE International in Lebanon (CIL) is seeking a consultant with an extensive experience in Small Ruminants Value Chain studies to conduct a research on an innovative approach that would provide a mitigation measure for Small Ruminants’ Value Chain actors under current Lebanese socio-economic crisis. Its purpose is to assist Small Ruminants Value Chain actors in sustaining their business operations by providing reliable analysis, supporting the development of innovative resilience-enhancing methods.

The aim of this research and development (R&D) is to assess the feasibility and efficiency of unique and innovative methods to be implemented as mitigation measures to overcome challenges faced by the Small Ruminants Value Chain.

Scope of Work
The Small Ruminants Consultant will be primarily responsible of the following activities:
- Propose an innovative and unique research subject that would help Small Ruminants Value Chain
actors to overcome production challenges at the level of all Value Chain nodes (production,
processing, etc.) along with a justification for the research subject choice (could be assessment,
feasibility study, survey, etc.)
- Assess and monitor the feasibility and applicability of the proposed innovative idea through
implementing an experimental design in the framework of this research
- Lead on the research (development, testing, evaluating performance, etc.)
- Provide AFDAL II partners as well as trainers with all related manufacturing and application
techniques through a ToT
- Provide technical support for AFDAL II partners as well as trainers as and when requested
- Develop and submit reports as and when required
- Contribute to research evaluation or exposition of results organized under the auspices of CIL.
Assessment of the scientific and economic significance of the R&D’s results is included in this
type of evaluation.
- Cooperate with CARE for an appropriate publication of the R&D work results
- Relocate or face a longer commute as and when required

Deliverables & Timeline:

1) Inception Letter -  500 USD Flat Rate

2) Research Materials - 500 USD Flat Rate

3) Develop and Implement Research - 1000 USD Flat Rate

4) Article (If deemed Publishable) Included in the above

The payment will be issued on deliverables after receiving the good received note from the Line Manager
regardless the number of days worked. Noting that the consultant is required to respond to any request
for modification or additional information for a period of 2 months after the finalization of the
deliverables (sending the first draft).

Consultant Profile: 

At least above 10 years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on Small Ruminants research and development.
- Master’s degree in one or several of the following areas: Agriculture Engineering – Animal Science – Dairy Processing – Meat Processing – Veterinary medicine (PhD holders are encouraged to apply)
- Previous experience in publishing articles is an asset.

Competencies:

Self-ability to access research materials (including animals when required)
- High familiarity working in the Lebanese context
- Extensive experience working and interacting with shepherds or other Small Ruminants Value Chain actors.
- Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level.
- Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
- Motivated self-starter who enjoys working in a collaborative and international environment
- Ability to meet deadlines
- Outside the box thinker and passionate about innovation and creative ideas
- Excellent knowledge of Arabic and English languages
- Excellent reporting skills
- Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications

The Consultant should submit a detailed proposal with the following components:

a) Technical proposal to include:

• Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed research topic including justification of subject choice (could be assessment, feasibility study, survey, etc.), methodology to conduct the assignment, techniques and tools to be used;

• Copy of the CV; • List of previous clients for similar jobs;

• Copy of newly issued judgmental record for nationals;

• Copy of ID or passport

b) Financial proposal detailing the following:

• Itemized consultant’s fees and costs - consultant should indicate professional daily rate or deliverable rate including all cost to be invoiced to CARE

• Provide proof of Ministry of Finance of Lebanon registration (Fiscal number) In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.
