Solidarités International (SI) is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.
With respect for cultures and close to the people, Solidarités International implements its programs by combining its skills with those of its employees and local managers.
Solidarités International's teams, made up of around 270 expatriates and nearly 2200 local employees, are today present in 18 countries in Asia, Middle East, Africa and Caribbean where they are particularly committed to fighting diseases related to unsafe water but also in the essential area of food security and livelihoods.

General objective:
Under the supervision of the Finance Manager, the Deputy Finance Manager supports the Finance Manager in processing SI’s financial, accounting and budgetary management on the base.

He/she participates in the development of the strategic finance and HR orientations at base level
He/she ensures that the administrative procedures and tools are followed and compliant with SI procedures
He/she manages the finance and HR assistants, and participates in providing the capacity building and empowerment of the administrative team.

Responsibilities and main activities:
The Deputy Finance Manager will be required to:
Team Management
• Train and support team members under his or her supervision
• Ensure the minimal replacement of members of the financial services in case of absence (days off, sickness)
• Offer financial support and training to the sub-bases when needed
Financial, accounting and budgetary management
• Plan and supervise the implementation of activities with the field teams, in accordance with the project(s) work plan(s), technical specificities and methodologies validated by the PM;
• Carry out preliminary budgetary controls to be forwarded to the Finance Manager and regularised
• Organize and lead the BFU/OFU/LFU meetings with the different budget holders
• Participate in the consolidation of budget follow ups and cash forecasts at the base level
• Participate in the regular update of the Allocation Board at the base level
• Organize and prepare the monthly BFU meeting with all the budget holders of the base
Accounting management
• Ensure the collection and compilation of information about the progress of projects/activities from the field officers;
• Supervise the physical maintenance and safety of cash boxes
• Guarantee security of cash and confidentiality of information
• Supervise the monthly closing, revision and integrity of accounts for the base
• Carry out a systematic monthly check of advances from each cash box (matched and unmatched)
• Keep the registry of cash pay-outs and the Finance Officer’s register
• Verify cash balances daily and report any discrepancies to the Finance Manager
• Verify the accounting at base level: verify the conformity of the records to the regulations and procedures of Solidarites International, verify the financial and analytical allocation; verify the conformity of the writings according to the mission’s guidelines
• Ensure that the monthly accounting documents are compiled and sent to the Coordination: Accounting board, Cash Box Inventories, Accounting Check Lists, SAGA Save
• Translate accounting documents if necessary
Treasury and Cash Management
• List liquidity needs in concert with the Finance Manager
• Supervise the organization of the cash transfer to the sub-bases, preparation of all the supportive documents for the reception of the cash by the focal points, follow up the reception of all the supportive documents at base level.
• Verify the supportive documents for the Cash Transfer Programs in collaboration with the Finance Manager to be able to give a financial greenlight to proceed to the payment
Administrative management of the mission
• Ensure physical and IT archiving of the accounting documents according to Solidarites International procedures
• Conduct the monthly preparation of sending the accounting archives to Beirut after a final verification of their compliance to Solidarites International procedures
Reporting / Communication
• Take part of the weekly admin meeting and report on a weekly basis to the Finance Manager
• Participate in audits or any checks issued by partners or head office, at the base level
• Participate in the supervision of the regulations in effect
• Support the Finance Manager in relations with Administrative authorities

YOUR PROFILE
Specific skills and experience:
• Bachelor Degree
• At least 2-year experience in a similar position, for INGO/NGO sector
• Experience with major humanitarian donors and donor compliance rules
• Proven experience in team management
Knowledge and technical skills
• Solid competences in MS Office, advanced Excel
• Demonstrated financial management and accounting skills, with experience in donors funding management
• Knowledge of humanitarian donors’ rules is an asset
• Knowledge of Lebanese Labor Law, NSSF Law, Income Tax
• HOMERE and SAGA software knowledge is an asset
• Excellent in reading, writing and speaking both Arabic and English
Soft skills
• Excellent prioritization and organization skills to work independently
• Ability to work under pressure and to handle multiple tasks at the same time
• Work accurately with close attention to details
• Maintain confidentiality of sensitive information
• Excellent interpersonal, analytical, communications and diplomatic skills
• Strong capacities on team management including training and capacity building
