A. Required qualifications, competences, and experience
Qualifications:
At least University Degree/Masters's/MSc in Architecture with a special focus on urban planning and rehabilitation of urban infrastructure and public facilities or similar qualifications.
Professional experience:
Minimum 10 years of professional experience as an architect in development cooperation
Minimum 10 years of professional experience in CIP advisory for UNRWA and the Palestinian Communities. Extensive knowledge of the Camp Improvement Project (CIP) methodology and urban planning in Palestinian refugee camps in Lebanon.
Very good practical experience and knowledge in Lebanese and international construction standards, regulations, laws and procedures.
Good experiences in working with public administration and relevant authorities (e.g. Municipalities, Universities, Order of Engineers and Architects) and familiarity with construction related approval procedures and clearances.
Good experience in working with UNRWA and familiarity with UNRWA structures and processes.
Profound knowledge of all relevant process steps within the framework of construction projects starting from the first project idea to contracting consultants until execution and handing over.
Very good experience in planning, supervising, and implementation of CIP projects.
Experience in international cooperation projects is of added advantage.
Other knowledge, additional competences:
Fluent spoken and written skills in English & Arabic
Ability and willingness to work as part of a multi-cultural team and showing very good teamwork skills
Excellent verbal communication and reporting skills (working and reporting language is English)
Excellent working knowledge of IT technologies (management software, computer engineering design software) and office computer applications (e.g. email, internet, MS Office)
Customer and service-oriented attitude
Ability to work as goal-oriented and timely manner
Excellent intercultural and interpersonal skills and ability to interact with partners at various levels
Ability to work under pressure with high attentiveness
Lebanese driving license and at least 10 years practical experience.
B. Responsibilities
The position holder is responsible for:
Support the program implementation in the field of the Camp Improvement Plan (CIP), and other technical interventions contributing to the achievement of the results of the programme.
Support the preparation of contracts for related services (e.g. preparation of technical specifications, ToRs, cost estimation etc.)
Support in steering and monitoring contracted service providers, engineers, and architects in planning and tendering of CIP measures.
Supervision of ongoing CIP activities and support in steering and monitoring the implementation of CIP measures planning and
Coordination and monitoring of the timely implementation of related processes and activities.
Professional documenting all relevant processes and filing of all relevant documents related to the planning and implementation.
Participating in meetings and preparing minutes of meetings.
Controlling costs, assuring quality and affirmation with regulated processes and applicable regulations for CIP project.
Coordination of CIP-related activities with the other organizational modules of the project.
Reporting and coordinating with the Team Leader on status and details of projects implementation and fieldwork.
Ensuring a “Do-no-harm” approach in all implementing activities.
C. Tasks
In this context, the position holder fulfills the following tasks:
Supporting steering and monitoring of project implementation:
Supports the implementation of the CIP project in Lebanon according to GIZ project management according to project goals, team agreements, and/or consultations with the AV or team leader.
Provides capacity development to partner organizations.
Supports supervises and monitors independent consultancy/grant agreement contracts in close coordination with the AV/team leader Lebanon, the consultant/partner organisation, the GIZ country office, and the GIZ HQ. Follows up on timely fulfillment of contracts.
Assessment of all related documents e.g. planning reports, drawings, tender documents, etc.
Communicates and coordinates with all parties and stakeholders involved in planning and implementation of CIP projects (e.g. consultants /architects or engineers, local construction companies, local authorities, owner, UNRWA).
Builds strong networks with relevant local, national, and regional stakeholders
Reports on implementation status and sets up and updates an M&E system which complies with GIZ standards.
Supports PR and communication work.
Prepares appropriate input for various project and programme reports and documentation (project presentation, fact sheets, annual programme reports etc.), and contributes to other reports required by the programme.
Contributes to monitoring and knowledge management of the project.
Ensures good communication, effective coordination, and constant flow of information on social and political developments on the ground and the project/programme and its partner institutions.
Develops strategies and technical concepts, including guidelines, manuals, and procedures.
Draws up reports, presentations, and other relevant documents in English and Arabic.
Prepares appropriate input for various project/programme reports including annual reports and contributes to the other reports required by the AV, team leader, GIZ Office Lebanon and/or GIZ HQ.
Carries out specific tasks concerning knowledge management in the program by translation and source analysis;
Assists with research activities and studies on topics relevant to the project.
Supports the partners to strengthen the exchange of knowledge and networking on a regional level.
Files on the GIZ document management system (DMS).
Other duties/additional tasks:
Coordinates and cooperates actively and effectively with colleagues and the administrative division within GIZ.
Represents the interests and always acts on behalf of GIZ.
Participates in team meetings and other relevant GIZ events/meetings.
Immediately reports all problems to the disciplinary superior.
Conducts other relevant tasks upon the requests of the direct superior.
Performs other duties and tasks at the request of the Team Leader and the Head of Programme.
Description of the project: This GIZ project supports the Palestinian refugee community together with The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in implementing participatory planning processes in Palestinian refugee camps. In the frame of these processes, the refugee community together with UNRWA will engage in and manage a process to negotiate refugee camp priorities and establish more inclusive decision-making structures. As part of the Camp Improvements Project (CIP), stakeholders are creating a comprehensive, integrated and strategic plan that addresses the severely deteriorating living conditions and identifies innovative solutions. Through the CIP, UNRWA works with the refugee community in the camps to develop plans that identify and prioritize the needs of the refugee population through an inclusive and participatory process of negotiation, and then establish a concrete work plan. The objective of the measure is to implement a participatory planning process in a Palestinian refugee camp and to increase the involvement of the refugee community in processes to improve their living conditions.
