A. Required qualifications, competencies, and experience
Qualifications
BA/S or equivalent, preferable in social sciences, business administration, public administration or international development or other relevant disciplines required (equivalent to BA or MBA)
Professional experience
At least 3 years professional experience in a comparable position
At least 3 years professional experience in monitoring and evaluation
Ability to prepare clear and concise reports;
Ability to manage and meet deadlines and to work independently on multi-task load;
Excellent communication and organizational skills;
Experience with and knowledge of current approaches to M&E in relief and development programs
Experience in capacity building for civil society actors
Experience in quantitative and qualitative research is an advantage;
Other knowledge, additional competences
good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
strong organizational competence
fluent in spoken and written English and Arabic; ability to translate concepts into Arabic;
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
B. Responsibilities
The advisor is responsible for
Assisting with the design and implementation of a monitoring and evaluation system that measures the effectiveness of project initiatives
Monitoring and evaluating overall progress on achievements of results
Ensuring context-sensitivity and Do-No-Harm
Implementing daily operational aspects of all issues related to the project
Processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards
Maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ
The technical professional performs the following tasks:

1. Management and coordination
The technical professional
coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components
assists the project with all organizational and management issues
assists in preparing project reports
prepares, designs, and implements any necessary surveys, such as reviews, evaluations or lesson learning exercises, in response to operational requirements
regularly consults with the GIZ officer responsible for the contract and cooperation on all project activities
supports grant recipients’ capacity in monitoring and evaluation
conducts regular project monitoring visits
2. Communication and networking
The technical professional
develop internal and external communication material in line with GIZ standards and procedures
provides assistance to external experts and consultants
ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
3. Other duties/additional tasks

Description of the project – Strengthening of civil society coordination and SME support (CSCR). On August 4, 2020, a massive explosion in the port of Beirut destroyed the main part of Lebanon's main port and damaged densely populated residential and commercial areas within a five-kilometer radius. The explosion killed more than 200 people, injured 6000, destroyed over 60,000 homes and left 300,000 people homeless. A large number of micro and small businesses were damaged or destroyed; even before the explosion, they had been severely weakened by the devastating economic and financial crisis in Lebanon. The objective of the measure is to provide needs-based support to vulnerable populations affected by the explosion and to contribute to the inclusive reconstruction of Beirut. The project aims therefore to promote coordination of civil society actors and to provide needs-based support to affected people, as well as to support micro and small businesses in resuming and expanding entrepreneurial activities.
