Manager of major project component - Peaceful coexistence in refugee-hosting communities in Lebanon

Job Profile


A. Required qualifications, competences and experience
Qualifications

 Masters/MSc or Doctorate in an area that is relevant to the position

Professional experience
 At least 10 years of professional experience, with at least 5 years of experience in project management
 Sound knowledge of approaches to social cohesion and peaceful coexistence and proven experience in project management in these areas
 Professional experience in working with local governmental structures in Lebanon, mainly in cooperation with Municipalities
 Proven record of professional advisory services to municipalities and civil society actors

Other knowledge, additional competences
 Very good working knowledge of ITC technologies and computer applications (e.g. MS Office 365)
 Fluent written and oral knowledge of English and Arabic
 Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

B. Responsibilities
The team leader and officer responsible for the implementation of the “peaceful co-existence in refugee-hosting communities in Lebanon" project is responsible for
(1)

 Managing the implementation of the “peaceful co-existence in refugee-hosting communities in Lebanon" project in accordance with the offer and project goals and activities agreed with the partner, team agreements and agreements with the superior
 providing professional advice to project staff and partners and cooperating with important stakeholders
 innovation and knowledge management and communication of innovations to a broad target group
 integrating results and experience into teamwork and the work of all relevant groups
 Management of staff in the project

The Team leader of “project name” performs the following tasks:
C. Tasks

1. Management responsibility
The team leader and officer responsible for implementation of the “peaceful co-existence in refugee hosting communities in Lebanon" project
 is responsible for the orders and measures in the projects that are assigned to him/her and for managing all staff members of the project
 Is responsible for planning the assignment of and professional development of staff members who report to him/her
 Is responsible for monitoring and managing staff and ensuring that they provide cost-effective services
 Promotes a sense of corporate identity, enables employees to carry out tasks independently, and creates scope for creativity and innovations
 Carries out the annual staff assessment and development talk for staff members who report to him/her.

2. Professional advisory services
The team leader and officer responsible for the implementation of the “peaceful co-existence in refugee-hosting communities in Lebanon" project

 advises project staff as well as partner institutions on identifying needs, developing concepts and strategies, and provides technical input
 participates in identifying needs for external support and advice and develops a strategic approach
 contributes to preparing and implementing the coordination process between CBOs, municipalities, and GIZ
 formulates terms of reference and selects and supervises third parties in the course of carrying out project activities in cooperation with municipalities, including performance evaluation
 monitors the development and implementation of project plans and activities in close consultation with counterparts
 deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the project/programme’s areas of activity
 develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives
 monitors project progress of the “peaceful co-existence in refugee hosting communities in Lebanon" project, reviews reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the officer responsible for the commission

3. Networking and cooperation
The team leader and officer responsible for implementation of the “peaceful co-existence in refugee hosting communities in Lebanon" project

 ensures cooperation, regular contact and dialogue with partners; carries out PR work and cooperates with local communities, relevant public institutions, non-governmental organizations and individuals in the project environment and with other projects to improve and maintain coordination and good working relationships
 communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project
 travels regularly in the country in accordance with project requirements

4. Knowledge management
The team leader and officer responsible for implementation of the “peaceful co-existence in refugee hosting communities in Lebanon" project

 compiles information on the project and their context and ensures knowledge transfer
 develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
 draws up presentation documents as needed
 draws up reports on the project and contributes to other reports or publications required by the project manager, GIZ Country office, GIZ Head Office, BMZ or German Embassy in Lebanon
 assists with research activities and studies on political issues.

5. Management and coordination tasks
The team leader and officer responsible for the implementation of the “peaceful co-existence in refugee-hosting communities in Lebanon" project

 is responsible for project planning for the project and develops project concepts and strategies, ensures implementation
 uses GIZ’s Capacity WORKS to manage the project
 coordinates and prioritizes relevant project activities at the local level in cooperation with the partners, both as regards the organizational preparation and implementation of the activities
 Contributes to the planning and management of the project budget in consultation with the officer responsible for the commission
 compiles the relevant information for joint activities and assignments
 in the absence of the officer responsible for the commission when Business Continuity Management (BCM) is enacted, takes appropriate measures to secure operations of the project in Lebanon.

6. Other duties/additional tasks
The team leader and officer responsible for the implementation of the “peaceful co-existence in refugee-hosting communities in Lebanon" project

 performs other duties and tasks at the request of management

Description of the project:
Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ), on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), implements the project “peaceful co-existence in refugee-hosting communities in Lebanon" project
Peaceful coexistence in refugee-hosting communities in Lebanon
Since the Syrian crisis, Lebanon has been host to many Syrian refugees. 865,531 were registered with UNHCR in December 2020. Currently, Lebanon is suffering from multiple crises in the economic, financial and political sphere, exacerbated by the consequences of the Covid-19 pandemic and the trauma of the Beirut port explosion in August 2020. These crises lead to increasing tensions between Syrian refugees and host communities and potentially more conflicts. The project, therefore, seeks to improve the peaceful coexistence in host communities. To this end, municipalities in Northern Lebanon will benefit from participatory needs assessment processes and local initiatives targeting refugees and host communities alike. Initiatives might improve living conditions or address peace needs directly, for example through theatre work. In parallel, the capacities and competencies of local actors to participate in and lead participatory processes will be strengthened.
