1. Role Summary:
The Grants Technical Officer will contribute to achieving quality and effective grants management systems by closely supporting the Grants Manager and Grants Coordinator with maintaining and constantly upgrading NRC Lebanon’s internal grants management systems and tools. S/he ensures NRC programme/support teams, as well as external stakeholders (e.g. auditors), have access to up-to-date grants-related files and information in soft and hard copies, and ensures that programme and support colleagues are informed of relevant donor compliance regulations and NRC procedures. S/he is the focal point for information management of NRC Lebanon’s Filing Tree and OneDrive Groups. The Grants Technical Officer supports report and proposal development and submissions in line with the grant process flowchart. The ideal candidate will be detail-oriented, able to work under tight deadlines, and able to quickly understand and elaborate information from multiple sources.
Generic Responsibilities:
- Ensure adherence with NRC policies, tools, handbooks and guidelines.
- Support in developing and maintaining overview of all grants, including filing of grant documents, tracking internal and external deadlines, donor requirements, rules and regulations.
- Support in coordinating the process of compiling reports (donors and internal reports), concept notes, and proposals, in close collaboration with CC Specialists, Programme and M&E teams, and Finance to ensure accurate, transparent and timely delivery of narrative and financial documents.
- Ensure proper filing of documents.
- Document, analyze, and share learning from proposal and reporting processes, and compliance with donor rules and regulations.
- Promote the rights of refugees in Lebanon, in line with NRC’s advocacy strategy.
- Provide an internal help-desk on donor related issues
- Support overview and maintenance of all grants including filing, tracking, donor requirements, rules and regulations, and internal and external deadlines.
- Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
Specific Responsibilities:
- Support and coordinate the development and finalisation of donor reports, concept notes, and proposals, ensuring consistency between narrative and financial reports, as well as the M&E database, and that they meet quality standards;
- Work with the relevant Area Managers and Core Competency Specialists to ensure Grant Opening Meetings, Grant Review Meetings, and Grant Closure Meetings are arranged and take place, and all mandatory internal documents are in place (internal logframe, internal budget, procurement plan, M&E matrix).
- Support and advise programme and support colleagues with queries related to donor compliance on grants within portfolio, and ensure appropriate donor templates are readily available;
- Work with other departments (programmes, finance, M&E, Compliance) to ensure all supporting documentation such as e.g. vouchers and distribution lists are secured, ready and available for internal and external monitoring processes (e.g. audits)
- Develop and maintain overview of all grants through the Grants Tracker, donor requirements, rules and regulations, and internal and external deadlines,
- Ensure all key grant documents are available in soft and hard copies by maintaining a high quality information management/filing system and updating NRC’s grants management system (Cycles) on a daily basis.
- Support with capacity building of staff on grant components such as donor rules and regulations, PCM, Cycles, Report and Proposal writing.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- Programme Specialists, Monitoring and Evaluation, Project Managers, Finance team, Head of Programme Support Unit, Head of Programme, Logistics team, Head of Support, Area Managers, Advocacy team, Compliance Coordinator, Head of Consortium Programmes

- Bachelor degree in Political or Social Sciences, or any other relevant field
- Minimum of 2 years of relevant work experience with NGOs, charities, or humanitarian work, preferably within NRC
- Experience in donor relations and grant management
- Good understanding of donor rules and regulations
- Fluent in English, both spoken and written
- Proficient in MS Office application including Excel and Word
