WASH Coordinator

Job Title: WASH Coordinator                                                                      Duty Station: Beqaa

Reports to: Program Manager                                                                    Position Type: Full Time

SUMMARY

The WASH Coordinator is responsible for implementing the delegated WASH project portfolio within Bekaa area and managing the day to day activities of WASH related field staff to ensure proper delivery, high quality results, and compliance to applicable laws, standards, practices, policies, and procedures, and SOPs in coordination with the Program Manager.

 

DUTIES AND RESPONSIBILITIES:

Objective 1: To ensure timely and quality implementation of WASH project at a base level (60%)

  • Field Activity Implementation
    • Supervision of WASH activities within the area of geographic responsibility.
    • To ensure the quantitative and qualitative level of service delivery is made to all beneficiaries meeting the Water sector standards.
    • Prepare and update the project workplan, in coordination with the Program Manager, project team, Hygiene Promotion team, and MEAL team, to make sure that project activities and objectives are met.
    • Plan and supervise all the technical assessments.
    • Provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and ensure these plans are in line with project workplan.
    • Plan and collect systematically the means of verification for the project (attendance sheets, distribution list of beneficiaries, etc.).
    • Guarantee a close follow-up of the project activities with the field team.
    • Be responsible for the technical follow-up of the activities and compliance with engineering and water sector standards.
    • Prepare project materials alongside the teams, such as IEC, training modules, workshops, etc.;
    • Plan and organize other project requirements such as communication and visibility;

 

  • Team Management and capacity building
    • Divide the tasks and responsibilities between team members according to program needs, including delegation systems. 
    • Ensure that responsibilities and functional relations are clear within the team and regularly revised.
    • Follow-up and evaluate staff performance.
    • Support the staff under line management in developing project planning, weekly planning, monthly planning.
    • Identify training needs and gaps within the team.
    • Ensure staff capacity development according to the program needs and staff expectations (training plan, capacity development plan, etc.).
    • Provide regular coaching and feedback sessions, with adequate updates on progress against development plan and new objectives.

 

  • Archiving
    •  Ensure proper archiving of all the means of verification of the project and other technical project documentation (soft and hard copies). 
    • Regular backup copy.

 

  • Reporting
    •  Determine reporting processes with the field team (weekly and monthly).
    •  Ensure technical reporting of the activities.
    •  Provide verbal and written reports to the Program Manager for the project.

 

  • Budget Management
    • Ensure a proper forecast and budget follow-up of the project, in close coordination with the team and Admin Department.

 

  • Logistics and Supplies Management
    • Ensure timely procurement of goods and services for the project, according to the procurement plan.
    • Work in close collaboration with the Logistics Department to identify suppliers and follow-up the contracts.
    • Participate with Logistics in tender processes.
    • Update the procurement plan in collaboration with the Logistics Department.
    • Prepare a weekly transportation request and planning for her/his team.

 

  • HR Management 
    • Ensure the compliance of working conditions while in office or in the field with respect to SAWA code of conduct and standard operating procedures (SOPs).
    •  In collaboration with HR Department, ensure staff recruitment, induction, and integration.
    •  In collaboration with HR Department, conduct the appraisal for the team members.

Objective 2: To ensure a proper Monitoring, Evaluation & Learning of the project (10%)

  • Follow-up the MEAL plan and project indicators, in coordination with MEAL Department.
  • Regular update to the household assessment to keep as a live tool and other project databases.
  • Support the staff under line management in integrating MEAL activities.
  • Ensure proper communication of the hotline and feedback mechanisms.
  • Use the internal processes for referral and follow-up, in collaboration with MEAL team.
  • Encourage and train the field team to ensure accountability towards beneficiaries.

Objective 3: To contribute to the Coordination and Representation (20%)

  • Internal 
    • Ensure excellent coordination among the WASH department with Hygiene Promotion, Sanitation programs, and emergency teams.  
    • Provide ideas to improve collaboration, coordination, and performance within the team and with other Departments; 
    • Regular and transparent communication with her/his line manager; 
    • Report possible problems or conflict during the activities or within the team or the base;
  • External 
    • Upon request, direct communication with local authorities and beneficiaries. 
    • Represent SAWA in Water Sector when requested by her/his line manager.

Objective 4: To contribute to the comprehension and support to the implementation of WASH strategy (10%)

  • Follow-up the WASH strategy at a base level, based on Program Manager guidance.
  • Collect and share information on WASH sector and the living conditions of the populations.
  • Identify the needs of the vulnerable populations and participate in the discussion and design of the interventions.
  • Actively coordinate with other agencies implementing WASH projects in the area.
  • Represent SAWA in WASH meetings with national NGOs, national institutions, water establishments, and international organizations under the guidance of Program Manager.
  • Deliver report reflecting the WASH situation in the targeted area with proposed solutions upon request by the line manager.
  • Active participation in the WASH Department structure and functional relations.
  • Security
    • Respect the security rules specified in the mission, ensure that the team under his/her responsibility complies with the security rules.
    • Report on any security incident to the Program manager.
  • Support humanitarian activities of SAWA
    • Support the emergency interventions of the organization as per the employee’s abilities.
    • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
REQUIREMENTS AND QUALIFICATIONS:
  • A Master’s degree in a relevant discipline such as engineering or equivalent experience;
  • At least 5 years of previous experience in WASH;
  • Previous work in NGOs will be an asset;
  • PMP certified is a plus.

  • Good interpersonal, influencing, and communications skills, ability to communicate ideas clearly such as in guidelines and job aids;
  • Strong oral and written communications skills;
  • Fluency in English and Arabic language;
  • Diplomacy, tact, and negotiating skills;
  • Ability to priorities clearly and oversee multiple tasks and to take the initiative in project decisions;
  • Able to set clear objectives for staff and to delegate. Committed to consultative leadership;
  • Aptitude for community mobilization and capacity-building. Experience in training/ mentoring/ coaching staff;
  • Evidence of project cycle management experience, including strategic planning, budgeting, reporting;
  • Proficiency with Project Management Tools such as Microsoft Project application.
EMPLOYMENT CONDITIONS
  • Contract duration: 12 months full-time with a possibility to renew;
  • Required Starting Date: November 2021.
