Consortium Coordinator

Main Responsibilities:

 

With the support of the technical and support staff from all partners (Skoun, Embrace and Abaad), at Beirut level and in the regional areas, you will establish and maintain an integrated vision among partners while being accountable for delivery on project objectives, targets, time, and budget.

You will serve as the key liaison with donors and other stakeholders, mainly the National Mental Health Program (NMHP) and the Agence Francaise for Developpement (AFD) and will facilitate the collaborative partnership between them and the consortiums partners.           

Main Activities

 

Strategic planning and projects leadership

  • Supports the development and update of an integrated strategy at the project level in coordination with the Consortium Steering Committee.
  • Responsible to present the steering committee members with key decisions and information such as operational and financial feedback and recommendations
  • Lead the development and execution of detailed implementation plans in coordination with the consortium steering committee
  • Responsible to keep a global overview on efficient use of the financial resources linked to the consortium
  • Lead the development of contingency plans to allow continuation of the consortium humanitarian response in case of context changes

 

 

Coordination

Internal coordination

  • Responsible for the coherence of operational approach and programmatic collaborative spirit of the consortium members and for the implementation of efficient coordination and communication mechanisms between consortium team members
  • Supervises and assesses the achievement of common and specific objectives.
  • Proposes programmatic and operation adjustments necessary to the project to the members of the Steering Committee, and facilitates the implementation of those changes with the partners’ respective teams.
  • Anticipates contingency plans allowing continuity of the humanitarian response in case of a change in context.
  • Lead the technical coordination of the consortium and continuous learning process (through dedicated taskforces – i.e. Meal Taskforce, MH Task Force etc.) in order to reinforce the integration and improve the field response.
  • Ensures the efficiency, effectiveness, transparency and participatory nature of the means of coordination implemented between the partners.

External Coordination

  • Represent the consortiums with donors, National and Regional Technical Working Groups (Health and MHPSS Task Force), UN agencies, other humanitarian actors and National Authorities.
  • Lead the active coordination with all necessary forums and stakeholders, including UN agencies, sectorial Working Groups, to reduce on-going and future humanitarian needs, increase resilience and assist a durable recovery
  • Maintains and/or develops a transparent, constructive and trusting relationship with the    institutional donor(s) of the project.
  • Lead the consortiums’ advocacy strategies aiming at specific changes at policy level and addressing critical gaps in the current response

Grant management

  • Lead the overall programmatic, logistic and financial management of the grant agreement of consortiums, that donor’s contractual obligations are met in terms of project deliverables and that the activities are implemented according to the approved donor and partnership agreement;
  • Lead the contractual reporting (as per reporting schedule agreed by all consortium members, collect / consolidate narrative reports from all consortium members) and the preparation of documentation for any projects modifications, including budget revisions, amendments or extensions and that such changes are made in close consultation with the consortium partners;
  • Lead the identification of risks and obstacles and definition of remedial actions with agreement of consortium members
  • Lead the technical and progress field monitoring of activities are implemented and the organization of regular lessons learnt workshops to improve the approach and mechanisms in place

 

Monitoring, Evaluation, Accountability and Learning

  • Lead the elaboration, implementation and review of effective MEAL plans.
  • Responsible (with the support of MEAL department) for relevance and quality of reports, analysis, maps and recommendations produced and for the regular production of Dashboards

 

Requested Competence/Skills/Profile:

 

  • Post-graduate degree in social/political sciences, public health, mental health degree or in a humanitarian assistance related field
  • 4 years of project management experience (planning, monitoring, evaluation) in humanitarian context.
  • Experience in implementing projects within partner networks or consortia;
  • Experience in managing a consortium of health projected in particular mental health and/or substance use is a plus.
  • Experience in monitoring and evaluation of complex projects.
  • Experience in organizational representation, coordination and liaison.
  • Strong experience in reporting on complex projects to international donors.
  • Excellent conceptual, planning, organizational, and leadership skills.
  • Excellent communication, negotiation and problem-solving capacities.
  • Willingness to travel across Lebanon in field visits particularly in North Bekaa and North Lebanon.
  • Excellent in English, French and Arabic. 
  • Good knowledge of basic computer software (word processing program, spreadsheet, databases)
